Job Description
THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF ADMINISTRATIVE STAFF ANALYST.
The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of
children and families through child welfare and juvenile justice services and community supports. ACS
manages community-based supports and foster care services and provides subsidized childcare
vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS
oversees detention, placement, and programs for youth in the community.
The Division of Policy, Planning and Measurement (PPM) collaborates with every ACS division to guide systems analysis and strategic systems improvement; assure quality of practice at ACS and its provider
agencies; professionalize the frontline workforce; bring knowledge into practice; provide research and
analytic support, and plan and develop new programs and policies.
The Office of Quality Improvement (OQI), within the Division of Policy, Planning and Measurement (DPPM), evaluates case practice delivered by the Division of Child Protection (DCP). OQI evaluates case practice through three distinct methods: 1. A detailed review of all cases that involve a child fatality, in order to identify systemic recommendations for quality improvement; 2. A detailed review of cases selected for ChildStat, management accountability and learning sessions that include borough leadership, provider agencies (including foster care and preventive, when relevant) and the executive leadership team, in order to identify opportunities for improving case practice systemwide; 3. A quantitative and qualitative review and analysis of investigations conducted by DCP within each borough and zone, leading to reports for DCP senior management and borough leadership to inform improvement planning.
Reporting to the Executive Director of the Qualitative Review and Evaluation (QRE) and Collaborative Quality Improvement (CoQI) teams, within the Office of Quality Improvement (OQI) in the Division of Policy, Planning and Measurement (DPPM), the Director of OQI Data Analytics will be responsible for guiding the data analyst team responsible for the evaluation of quality case practice within DCP across each borough and zone. The Data Analysts support the work of the OQI teams and DPPM by creating and maintaining systems that allow for recording of findings and reporting out to ACS leadership and other stakeholders. This is a recently created position that will also provide support to the other OQI programs, including the Child Fatality Review Team (CFRT), which is responsible for conducting Systemic Child Fatality Reviews to evaluate quality case practice in DCP and in provider agencies.
The QRE, CoQI and CFRT work collaboratively with DCP frontline staff at all levels as well as central office leadership to identify opportunities for learning and improvement. The Data Analyst will support in building the team’s capacity to further provide and expand data literacy, data visualization and storytelling through data.
The Data Analyst position requires someone with strong analytic and organizational skills along with the ability to integrate and synthesize different types of data into relevant domains.
The responsibilities of the Data Analyst include, but are not limited to, the following:
- Ongoing development, refinement, and standardization of performance indicators, including the maintenance of SQL scripts for data querying.
- Provide key insights and data patterns to inform DCP’s performance improvement plans for DCP CoQI.
- Support the creation, development, and validation of an interactive qualitative dashboard/report/tool.
- Maintain and validate the accuracy of data for assigned projects. If necessary, collaborate with IT/developer/consultants related to UX/UI design.
- Participate in vetting processes for new data systems, platforms, and/or tool development.
- Perform exploratory analysis: understanding workflow, and long-term data trends, identify new procedures to help create or track key metrics, respond to practice-related data requests, and evaluate policy decisions.
- Support the development, production, maintenance, and distribution of written and graphic summaries of key issues and analytic findings.
- Develop and maintain data analytics dashboards for each zone within the Division of Child Protection. These dashboards will enable zones to access performance data, monitor key metrics, and track improvements over time for informed decision-making.
- Conduct overview meetings with each zone to present executive reports summarizing findings from case reviews. These meetings will involve reviewing the report, explaining data collection methods, and providing guidance on using the findings to enhance case practice within the Division of Child Protection.
- Respond timely to a variety of analytic and informational ad hoc requests from DPPM and ACS leadership.
- Perform analytic tasks, using individual and/or case level data as well as aggregate data, including running queries, conducting analyses, and developing reports using basic quantitative methods.
- Create and support inter-rater reliability studies to gather information on efficacy of case review instruments, implement needed changes and build staff capacity.
- Create, maintain, and support the case selection process for the ChildStat and Zone Based Reviews processes.
- Perform complex data entry into child fatality-related databases.
- Perform quality checks on data input by reviewers through research, the use of Connections and review of cases to ensure accuracy of information entered into databases of select data elements.
- Maintain and, when necessary, modify specially developed applications in Microsoft Excel and other databases to produce complex reports.
- Provides technical assistance and support to Child Fatality Review Team including use of PowerPoint to assist with Mapping reproduction.
- Participate in special projects as needed and determined by ACS leadership and DPPM.

ADMINISTRATIVE STAFF ANALYST ( - 1002A
Minimum Qualifications
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
Preferred Skills
Expectations - Master's degree in computer science, social services, journalism, statistics, information science, data visualization, or equivalent experience. - Experience with child welfare policy and operations strongly preferred. - Excellent communication and presentation skills. - Must possess the ability to supervise a team, work on multiple projects efficiently, and successfully collaborate across teams. - Adept in quantitative analysis and data visualization to see beyond the numbers and derive intuition from data for purposes in facilitating discussions on complex quantitative concepts for non-technical audiences. Essential Skills The successful candidate must have a working knowledge of the following: - Front-end web development using HTML, CSS, and JavaScript. - Strong proficiency with SQL and its variation among popular databases. - Cleaning and analyzing data (using R, Python, Ruby, Stata, SPSS or others). - Possesses substantial experience with workflow creation and management for transforming and processing data: direct work with data science tools such as reproducible report creation, package development, and version control. - Familiarity with database infrastructures and legacy data systems. Working in Oracle and automating analyses and authoring pipelines via SQL and R based ETL framework. - Advanced data visualization skills are critical, must have a working knowledge of Tableau or other BI tools as well as geo-spatial analysis, necessary for creating narratives and to communicate data insights from collaboration across the agency.
