Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $ 100,000 - $120,000.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare
vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

ACS’ Division of Child and Family Well-being (CFWB) designs and executes strategies to support caregivers, children, and communities, so they can thrive and enjoy self-determination. A critical piece of CFWB’s portfolio is the operation of the City’s subsidized childcare voucher system - one of the largest childcare assistance programs in the country. ACS provides vouchers to tens of thousands of low-income and child welfare-involved families, allowing parents and caregivers to access affordable childcare at the provider of their choice while they pursue work, education, or training.

The Office of Childcare Operations (CCOPs) provides a range of resources to support access to childcare vouchers for eligible low-income families. These vouchers serve more than 60,000 families across New York City and are used at hundreds of community-based childcare programs and providers. CCOPs has multiple teams that support families applying for care and that provide technical assistance for childcare providers, these teams process hundreds of applications, and inquiries each week.

CFWB has three (3) borough-based Resource Areas (RAs) responsible for verifying and re-certifying the eligibility of all low income (non-TANF) families for voucher child-care services. This includes Eligibility Determination and Administrative which includes Intake, Data Entry and Scanning & Indexing.

Job Description:

Under the Direction of the Assistant Commissioner of Eligibility and Client Experience, with considerable latitude for independent judgment and decision-making, the Resource Area (RA) Director is responsible for the overall management of the Resource Area Office. Typical tasks include but are not limited to:

  • Manage, train, and coordinate the efforts of professional and support staff in the Resource Area.
  • Implement agency polices and protocols in areas of childcare eligibility determination.
  • Manage/oversee technical, clerical, and administrative aspects of the Resource Area, such as Eligibility Determination, Data Entry, Scan/Index, and Control log maintenance.
  • Ensure timeliness and accuracy of eligibility determinations and recertifications.
  • Oversee and maintains data in Automated Childcare Information System (ACCIS).
  • Prepare/coordinate work assignments for Resource Area supervisory staff.
  • Provide training and technical support for the Resource Area supervisory and support staff.
  • Respond to requests/inquiries from childcare programs and parents, regarding childcare eligibility determination and recertification.
  • Monitor and troubleshoot high level inquiries from agency stakeholders.
  • Responsible for case conferences with parents/caretakers who disagree with childcare eligibility rulings and/or decisions.
  • Participate in CFWB/Childcare Operations senior/eligibility staff meetings.
  • Prepare and monitor eligibility/recertification statistic reports.
  • Rate/evaluate job performance of subordinates.
  • Implement and manage special projects as needed.

MINIMUM QUALIFICATION REQUIREMENTS:

1. A baccalaureate degree from an accredited college or university, and four (4) years of broad progressively responsible experience including two (2) years at the administrative, executive, consultative or managerial level in a governmental agency, business firm, civic or community organization operating in the area of social services or a closely related field; or

2. A satisfactory equivalent combination of education and experience. However, all candidates must have a baccalaureate degree from an accredited college and the two (2) years of experience at the administrative or management level as described in "1" above.

Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
