Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $140,000 - $160,000.

THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF ADMINISTRATIVE MANAGER.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

The Office of the General Counsel (OGC) provides legal representation and advice to the Commissioner and all divisions at ACS. OGC identifies areas of legal vulnerability and coordinates with other Divisions to ensure compliance with court orders, consent decrees, and other legal and regulatory mandates. OGC also works closely with the NYC Law Department to minimize risk and avoid litigation and defend ACS in class action and individual lawsuits. OGC is comprised of six legal units and two non-legal units.

The Office of Procurement, headed by the Agency Chief Contracting Officer (ACCO), is responsible for purchasing necessary goods and services needed to protect the City’s children and families. Procurement staff are responsible for processing various procurement activities which include, but not limited to, Request for Proposals (RFP), competitive sealed bids, proposal & bid responsiveness reviews, negotiated acquisitions, and competitive & noncompetitive small purchases. The procurement staff shepherd contract awards through the City’s multi-step procurement registration process, which includes approval by internal and external stakeholders. Procurement staff are also responsible for processing all contract actions which include, but not limited to, new awards, amendments, extensions, negotiated acquisition extensions and renewals. In addition, Procurement staff conduct vendor responsibility determinations and register contract awards with the New York City Comptroller’s Office.

The Office of Procurement is seeking to hire an exceptional procurement professional who is highly motivated and detail oriented to serve as First Deputy Agency Chief Contracting Officer. The First Deputy ACCO will work closely with the ACCO/Associate Commissioner to manage the procurement activity for ACS, which includes the completion of over a billion dollars contract registrations annually, using Federal, State, and City funding sources. The First Deputy ACCO will consult with the ACCO and advise agency superiors on procurement policies as well as the Deputy ACCO’s. In the absence of the ACCO, the First Deputy ACCO will perform the duties of ACCO, as delegated. The successful candidate will have worked in a fast-paced environment and have extensive experience in managing City procurements, in reviewing, approving, and executing documents on behalf of the ACCO as well as having experience with City policies having to do with procurement and processes.

The First Deputy ACCO will report directly to the ACCO. Duties will include:
  • Manage procurement milestones for high-priority programs with vigorous timeframes
  • Ensure compliance with procedures of the Procurement Policy Board and the Mayor’s Office of Contract Services (MOCS)
  • Monitor agency’s compliance with Chapter 13 of the City Charter, the Rules of the Procurement Policy Board, and the requirements of the Minority and Women-Owned Business Enterprises Development Program
  • Direct a staff of managerial, professional, and administrative employees performing duties related to the above functions
  • Provide technical advice and quality assurance to staff to ensure procurement and administration work is done correctly
  • Work with the ACCO to develop procedures for administration of contract and procurement activities
  • Consult with the ACCO and advise agency superiors on procurement policies
  • Utilize the Procurement and Sourcing Solutions Portal (PASSPort) Financial Management System (FMS), DMSS Online Direct Order System; CS900 System, Info-Advantage Reports; and other systems for review, approval, and processing of Internal Purchase Requisitions, Direct Orders, Purchase Orders, and Contracts
  • Manage special projects as needed
  • In the absence of the ACCO, may perform the duties of that position, as delegated.

Minimum Qualifications


1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.

Project, PowerPoint, and Word skills - Excellent writing, interpersonal, customer service and presentation skills
