Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $88,732.00 - $94,000.00

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

The ACS Division of Financial Services (DFS) is responsible for supporting, planning, implementing, and monitoring the fiscal functions of the agency in accordance with City, State and Federal guidelines. The work of DFS includes managing the ACS budget; submission of monthly claims for revenue; processing of payments to provider agencies and vendors; monitoring the financial health of provider agencies through financial review and audits; maintenance of the ACS bank accounts; centralized oversight of ACS Child Welfare financial eligibility; and data maintenance for financial systems of record.

ACS is the legal guardian of all children in foster care. ACS, through the Social Security Benefits Unit (SSBU), applies to the Social Security Administration (SSA) to be designated as the Representative Payee to receive and manage the Supplemental Security Income (SSI) and Retirement, Survivors and Disability Insurance (RSDI) payments on behalf of the eligible foster children who are SSI or RSDI eligible beneficiaries. These beneficiary payments are conserved on the foster children’s behalf until their discharge. Where child-specific payments exceed the beneficiaries’ Federal asset limit, the funds are directed to offset the cost of foster care.

The monthly caseload of foster care children currently stands at approximately 6400 youth, with new children entering and exiting care on daily basis. ACS commitment to assist youth and families to maintain a permanent successful discharge requires ongoing benefit application assistance even after these youth leave foster care. This work is subject to local and federal oversight. Immediate response to oversight requests is imperative in order to maintain compliance.

Reporting to the Director the Banking and Social Security Benefits Units, the Supervisor will provide leadership to and supervision of a team of three with responsibility for the following:

  • Supervise bank account and records management.
  • Oversee applications for benefits for youth as they enter foster care, change status or transition benefits after leaving care.
  • Provide monthly reconciliation with the Department of Finance.
  • Conduct a financial analysis of each case to determine whether funds are owed to the SSA due to cessation of eligibility or to a change in ACS status as Representative Payee.
  • Notify the SSA when children receiving benefits are final discharged from care and no longer in the custody of ACS.
  • Develop and implement ACS policy regarding the management of Social Security benefits on behalf of children in and discharged from foster care.
  • Support community outreach by responding to outside queries from families, discharged foster care children, advocacy groups and legal representation and others regarding benefits.
  • Provide training and application assistance to children and youth that have been discharged from foster care but still require assistance and guidance with regards to their benefits.
  • Work with internal and external stake holders to connect youth and their families to benefits.
  • Respond to stakeholder requests for data and/or documentation and assist with special data analysis projects.

Minimum Qualifications


1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
