PRIMARY PURPOSE: Develop and maintain a quality program for providing administrative system support to all campuses PK-12 in the Irving ISD. Provide guidance and direction to campus administrators related to daily school operations, discipline management and enforcement, compulsory attendance, dropout prevention and recovery. Manage and maintain the district wide program of intra and inter school transfers. Promote and provide training for campus administrators conducive to the maintenance of quality data related to the Public Information Student Management System (PEIMS). Serve as the district’s Level II Appeal Officer in all matters related to parent and student grievance as indicated by Local Policy. Manage and lead the district’s Compulsory Attendance efforts and its Attendance Improvement Program at all levels PK-12. Serve as the District’s Title IX Coordinator.

 

QUALIFICATIONS:

 

Minimum Education/Certification:

  • Master's Degree or higher
  • Valid teaching certificate
  • Valid Texas Administrator's Certificate or equivalent administrative experience

 

Special Knowledge/Skills:

  • Excellent interpersonal, collaborative, oral/written communication and human relations skills
  • Ability to exercise good judgment in decision making
  • Ability to foster collaboration among all parties, resolve conflict, and respond to critical and sensitive situations in a timely manner
  • Ability to research, plan, develop and implement programs
  • Innovative and creative thinking skills with demonstrated ability to conceptualize, organize, lead and evaluate a district wide attendance and truancy prevention program
  • Excellent verbal and written communication in English and Spanish
  • Knowledge base of the Texas Education Code, Irving ISD Code of Conduct, and Board Polices pertaining to student discipline and attendance
  • Knowledge of school law at local, state and federal levels
  • ..Knowledge of the laws, rules and procedures that govern the daily operations of the district’s campuses
  • Strong writing and technology skills necessary for producing comprehensive reports, writing response appeals and making presentations
  • Ability to manage a budget and a large professional and paraprofessional staff
  • Ability to interpret and make administrative decisions based on data
  • Ability to evaluate system support programs for sustainability and effectiveness
  • Knowledge in the selection, training and supervision of district personnel
  • Knowledge of the curriculum, programs and instructional practices PK-12 in the school district
  • Knowledge of best practices and instructional methods designed to meet the needs of diverse student populations
  • Knowledge of discipline management and techniques
  • Knowledge of the Public Information Student Management System (PEIMS) for disciplinary coding and attendance matters

 

Minimum Experience:

  • At least five (5) years in administrative roles
  • At least four (4) years successful experience in campus administration
  • At least three (3) years successful experience as a classroom teacher

 

MAJOR RESPONSIBILITIES AND DUTIES:

 

Assist the Superintendent of Schools, as requested, to deal with sensitive parent and community matters.

 

Leadership:

 

  1. Provide leadership that promotes high expectations for performance and positive staff morale in Irving ISD
  2. Build and sustain strong teams that support high levels of success
  3. Build and sustain strong systems for supporting high levels of success using data-driven decision making in a continuous improvement model
  4. Direct and coordinate the annual review and analysis of student data to make program improvement recommendations to the Superintendent of Schools
  5. Provide consistent, positive, strong leadership while modeling commitment to the District’s vision, mission, and priorities
  6. Read and/or review current educational research and best practices and assume leadership in implementation of those practices that will enhance effectiveness of programs and services

 

Organizational Management

 

  1. Develop and oversee an attendance improvement initiative and conduct the proper supervision of Administrative Attendance Managers
  2. Manage, lead and oversee the job performance of Attendance Officers and Lead Attendance Officer as they provide systems support in all matters related to attendance improvement at the campus, cluster and district-wide level.
  3. Manage and lead the Campus Operations Department & Attendance PK-12 with sound and reputable administration in every area of operation (daily campus affairs, discipline and attendance)
  4. Manage the yearly implementation and certification, as applicable, of the School Transfers Process throughout the school year
  5. Develop and implement programs, strategies and best practices that communicate compulsory attendance laws and school policy to parents and students
  6. Manage the implementation and flow of various services provided to families in order to safeguard and enhance the social academic, emotional, health and safety of students promoting positive attendance and academic success
  7. Provide guidance to parents and community members concerning policies and procedures related to Home Schooling
  8. Review and implement recommendations regarding operational systems and procedures related to behavioral and instructional support and attendance improvement strategies

 

Schools/Departmental/Organizational Climate:

  1. Work closely and cooperatively with principals, assistant principals, deans of students, counselors, and teachers to promote acceptable resolutions to dispute and resolve grievances
  2. Work closely and cooperatively with members of all other administrative and instructional departments to provide solutions to campuses and students concerns
  3. Demonstrate and provide support for the district student discipline management policies and philosophy related to student expected behavior and conduct across the district
  4. Provide leadership and direction in the recommendation to campus administrators for the placement of students to Local DAEP and Regional DCJJAEP for severe conduct violations
  5. Work closely and provide systems support for Wheeler EDC and RAC programs related to their work with student placement for disciplinary violations
  6. Coordinate with the Director of PEIMS to provide campus administrators with guidance in order to ensure all state and federal reports related to discipline and attendance are properly completed in a timely and responsible manner
  7. Coordinate with the Directors of PEIMS and Program Evaluations in the yearly tracking, recuperation and proper processing of Movers and Leavers per TEA guidelines
  8. Provide guidance to Campus Administrators and Data Attendance Clerks in the proper coding of State funded absences as allowed by the Texas Education Agency Attendance guidelines and Local Policy
  9. Collaborate with the district’s School Safety and Security Department in developing a framework for ongoing collaboration with the Irving PD School Resource Officer program in secondary campuses
  10. Assist the Director of School Safety and Security and the Coordinator for Responsive Counseling Services in responding to crisis situations involving students, parents and district staff.
  11. Provide campus operations support for the Summer School Programs in the district
  12. Communicate effectively with other administrative departments and the Board of Trustees
  13. Model and provide quality customer service to all stakeholders in the community
  14. Serve as the Title IX Coordinator for the District
  15. Coordinate and facilitate commencement ceremonies for all graduations in the District

 

Department/Organizational improvement:

  1. Analyze and stay abreast of changes in school laws and regulations in order to keep departments, district staff informed and to make responsible recommendations for action
  2. Coordinate, prepare and implement professional development activities for the employment of innovative and creative strategies aimed at keeping students in school, prevent truancy, dropouts and elevate the district attendance rate
  3. Facilitate monthly debriefing meetings and staff development for the entire Compulsory Attendance staff
  4. Develop planning activities and implement programs collaborative with department, community and other district staff to ensure attainment of department mission and overall improvement efforts and elevate the district attendance rate

Administration and Fiscal/Facilities Management:

  1. Administer the annual budget for the Campus Operations PK-12 department and ensure budgetary control in all areas in accordance to fiscal responsibility and program needs
  2. Management of the department’s, operations, finances, and resources to ensure efficient and effective results
  3. Plan, purchase and employ the components needed for the successful implementation of programs sustained by Administrative Attendance Managers and Attendance Officers
  4. Oversee the purchasing of equipment and software needed to implement the attendance improvement program
  5. Negotiate and facilitate along with the district’s legal counsel the contract for the rental of facility for the annual Irving ISD Commencement ceremonies
  6. Coordinate and monitor the number of court cases and fines imposed by the Truancy Court related to Irving ISD students
  7. Manage, monitor and approve the use of district expenditures for the placement of students to Dallas County Juvenile Justice Alternative Education System

 

Policy, Reports, and Law

  1. Implement the policies established by federal and state law, State Board of Education rule, and local board policy in all areas related to students and campus operations matters
  2. Compile, maintain, and file all reports, records, and other documents as required by law and local School Board Policy
  3. Keep the Superintendent of Schools, other district officials and Board of Trustees informed of criminal trends and behaviors occurring in the campuses
  4. Work with the district’s legal counsel to provide guidance to campus administrators, parents and guardians regarding parent rights and custody issues and release of records and potential litigation over these matters
  5. Coordinate revisions, approvals, printing, and distribution of the Irving ISD Student Code of Conduct as directed by the School Board per Legal/Local Policy
  6. Review and provide recommendation for the revision and adoption of policy language related to the areas administered by the Campus Operations PK-12 department
  7. Represent the district in the Dallas County Juvenile Justice Alternative Education System (DCJJAEP) – Governance Committee as a voting member for the approval and recommendation of budgetary, procedural and oversight of the program



Personnel Management:

  1. Prepare review and revise job descriptions in the Campus Operations PK-12 department.
  2. Develop training options and improvement plans to ensure exemplary operations in the campus behavior intervention support and the compulsory attendance programs
  3. Evaluate job performance of employees to ensure effectiveness
  4. Recruit, train, and supervise personnel and make sound recommendations relative to personnel placement, transfer, retention, and dismissal

 

School/Community Relations:

  1. Speak to various community and civic groups to interpret and explain district-wide programs for interested community members
  2. Collaborate with available city and state agencies in order to bring additional outreach programs and support for district wide initiative related to improving student attendance and achievement
  3. Participate in community partnerships designed to exhibit district support for mentoring and business adoption of students and programs

 

Professional Growth and Development:

  1. Attend professional growth activities to keep abreast of innovations in student discipline management and attendance improvement and apply new learning to job performance
  2. Participate in professional school and attendance organizations
  3. Read professional literature to stay current with new educational material related to improving student attendance and providing effective response to intervention support

 

SUPERVISORY RESPONSIBILITIES:

 

Supervise and evaluate the performance of the following professional(s): Administrative Attendance Managers

 

and the following paraprofessional(s):

Administrative Assistant to the Executive Director of Campus Operations 

Lead Attendance Officer 

Compulsory Attendance Officers

Equipment and Software Used:

Laptop, Smart Phone, Data Base Applications, Microsoft Office and its components, School Messenger, E-School Plus, Grading Software, and all additional educational applications associated with the Student Data Management System. Use of personal vehicle and personal cell phone will be required. Mileage reimbursement and cell phone stipend will be given according to the district stipend and mileage reimbursement guidelines.

 

WORKING CONDITIONS:

 

Mental Demands/Physical Demands/Environmental Factors: Must maintain emotional control and exercise reasoning and problem solving skills while under stress. Must demonstrate ability to communicate effectively (verbal and written). Should be able to interpret procedures and analyze data for decision-making. Frequent in-district and occasional in-state or national travel.

Occasional prolonged and irregular hours.

 

Safety: Contribute to the prevention of accidents and injuries by observing safety rules and District policy, practicing the principles and skills taught in safety training, wearing personal protective equipment as required, reporting injuries and incidents immediately to supervisor, and being proactive in the ongoing efforts to improve and maintain workplace safety.
