Job Title: Data Developer/Analyst 

 

POSITION SUMMARY 

The Data Developer/Analyst plays a critical role in coordinating and overseeing the collection, verification, and analysis of student data to support compliance with state and federal reporting requirements. This position also generates visualizations and reports that inform school improvement initiatives. By integrating data from multiple systems, the Data Developer/Analyst provides actionable insights, including student-level reports for teachers and school- or district-level reports for administrators and the superintendent's office. Additionally, the role serves as the District Testing Coordinator for the Oregon Department of Education, offering training and guidance to staff on testing administration, processes, and procedures. Reporting to the Director of Teaching & Learning, Assistant Superintendent, or their designee, this position does not have supervisory responsibilities. 

 

ESSENTIAL RESPONSIBILITIES 

  • Lead and promote educational equity based on the principle that each student receives what is required for them to achieve success with regard to allocation of resources, opportunity, treatment, and access.
  • Support efforts to eliminate predictable achievement gaps in historically underserved student populations and address district improvement efforts through use of data analytic principles.
  • Design, prototype, and rapidly implement scalable, reliable, and sustainable applications.
  • Continuously research existing systems and develop updated, progressive solutions to support instruction and district operations. 
  • Design and implement innovative solutions with department staff to improve instruction and operational capabilities. 
  • Collaborate with clients and subject matter experts to develop and refine visualizations, reports, and software.
  • Provide on-going support for existing software/hardware systems and make recommendations for improvement.
  • Generate reports and manage the student data collection process in order to meet state and federal reporting requirements using data from multiple sources. 
  • Analyze and interpret data and provide clear and concise narrative, reports, and visuals of data and trends. 
  • Run extracts, correct errors, post data through formal submission processes and certify final data submissions are accurate and complete according to state and federal requirements within reporting deadlines. 
  • Communicates with ODE and among district personnel who interface with Oregon Statewide Assessment System (OSAS).
  • Provides local OSAS training and presentations for School Testing Coordinators (STCs), Test Administrators (TAs), staff, and other stakeholders.
  • Serve as technical resource in testing, assessment, and proper operations of related software systems. 
  • Maintain student records and coordinate the distribution of student reports to families.  
  • Compiles statistical data and prepares and submits reports to Oregon Department of Education and other state departments. 
  • Respond to inquiries from district administrators and building principals and provide requested information through files and reports.
  • Compose correspondence, reports, manuals, guides, schedules and forms. 
  • Provide software applications that comply with current security protocols.

OTHER RESPONSIBILITIES 

  • Perform general office duties - answers phones, answers emails, schedules meetings 
  • Prioritize tasks from a variety of sources ensuring timely completion 
  • Maintain consistent and predictable attendance to meet the requirements of the position 
  • Confer regularly with immediate supervisor and alerts supervisor to potential problems 
  • Perform other duties as assigned 

MINIMUM QUALIFICATIONS


Education/Experience: Bachelor’s Degree with preferred emphasis in Computer Science or Information Systems, or the equivalent level of education, technical certification, training, and/or experience.

 

Skills: Proficient in the use of computer and internet based applications, including but not limited to, email and systems applications. Experience in SQL queries and MSSQL. Experience in presenting information through visualization, one-on-one and small group situations to customers, clients, and other employees of the district. Excellent oral and written communication and interpersonal skills. Excellent organization skills and able to work on multiple projects in order to meet deadlines in a dynamic and fast-paced environment Able to perform basic arithmetic calculations and clerical functions. Excellent computer skills, including use of Microsoft Office Suite Programs (Excel, Word, PowerPoint) and Google programs (Google Docs, Google Sheets, etc.). 

 

Knowledge: Knowledge of K-12 education systems, including school and district operations, the relationship between student information systems and school funding policies and regulations, preferred. Knowledge of data management methodologies. 

 

Abilities: Work harmoniously with others. Work and communicate effectively with students, parents, and school personnel from diverse cultures or backgrounds in English, Spanish, or other languages related to the job. Work independently without supervision, and with minimum oral/written instructions. Ability to compile, code, categorize, tabulate, audit and verify data. Ability to translate technical terminology to the public and staff in order for them to understand without a technical background. Ability to sit and/or stand for prolonged periods, understand and carry out oral and written instructions, maintain confidentiality of student records, meet schedules and deadlines, read/interpret/apply rules, regulations and policies. Ability to problem solve. Flexible and adaptable to changing activities and workloads. 

 

Continuing Education/Training Clearances: Pre-employment criminal justice fingerprint clearance and criminal background check. Valid Oregon Driver’s License.
