Summary: Provides leadership and strategic vision to the elementary education program and exercise supervision and management over elementary principals and schools.
Essential Duties And Responsibilities:
- Serves as leader and general resource person in matters relating to elementary curriculum development and evaluation.
- Analyzes, reports and interprets student performance data and makes recommendations for instructional improvement.
- Directs and coordinates applicable functional activities of the elementary and coordinator of Early Childhood Education.
- Presides over administrative meetings with elementary principals.
- Plans and administers a district-wide program of curriculum review and development for the PreK-5 program.
- Evaluates instructional methods and programs and recommends such changes and improvements as are needed.
- Coordinates instructional programs among the schools and articulates curricula between grade levels and between the elementary schools.
- Excellent oral, written, and interpersonal communication skills.
- Conducts in-service training and development programs for selected groups of teachers.
- Evaluates, selects, and distributes instructional material and equipment to teachers and administrators.
- Oversees and shares with principals in the evaluation of teachers.
- Ability to remain calm, deliberate, and tactful in stressful and emotional situations.
- Keeps informed of and interprets all laws, regulations, statutes, rules, and policies affecting the instructional programs of the district.
- Participates in appropriate local, State, and national professional meetings.
- Prepares State and Federal reports and claims as required.
- Coordinates the budget requests of all schools and approves purchase requisitions for instructional materials.
- Assists the Superintendent in directing the administration and coordination of the district’s educational program.
- Coordinates and supervises the selection, utilization, and maintenance of school textbooks and other instructional materials.
- Coordinates district-wide research and testing for measuring the effectiveness of the total educational program.
- Initiates and administers in-service programs in conjunction with the supervisory staff and principals.
- Encourages experimental and innovative programs that will improve instruction.
- Establishes necessary procedures for referral and cooperative planning with other “service to children” agencies, both local and State.
- Keeps informed on the latest research, trends, and developments in all areas of education.
- Coordinates and directs services of staff personnel assigned to the department, including establishing appropriate schedules.
- Observes the operation of the schools by making regular visits and by conferring with principals and teachers.
- Plan, initiate, and direct a program to prepare, maintain and up-date curriculum guides and/or course of study outlines in all subject matter areas.
- Advises the Superintendent concerning the strength and weaknesses of the instructional program.
- Initiates and administers the school testing program.
- Interprets the philosophy, goals and objectives of the instructional programs to the Board and to the community at large, as appropriate.
- Prepares Department budget.
- Coordinates Board of Education agenda items relating to the Director’s areas of responsibilities submitting items in a timely and appropriate manner to the Superintendent for final review.
- May be required to meetings of the Board of Education.
- Perform such other services and responsibilities as may be assigned by the Superintendent.
Supervisory Responsibilities: Building Principals, all administrators regarding instructional matters.
Qualifications
Education and Experience:
- A valid Michigan Teaching certificate.
- A Master’s degree or higher in Educational Administration with course work in elementary or secondary curriculum.
- At least ten (10) years teaching and administrative experience.
- Experience in elementary education.
- Such alternatives to the above qualifications as the Board of Education may find appropriate and acceptable.
Knowledge of:
- Thorough knowledge of school policies and procedures.
- Strong strategic visioning skills.
- Ability to perform highly complex and technical tasks.
- Knowledge of organizational and management practices as applied to the analysis of evaluation of school programs, policies and operational needs.
- Knowledge of effective instructional strategies for student with varied abilities.
- Knowledge of pertinent federal, state and local laws, policies, rules and regulation as it relates to school administration.
- A deep understanding of data, curriculum and instruction.
- Strong understanding of Multi-Tiered Systems of Support (MTSS).
- Master scheduling for students and teacher.
- Knowledge of competency-based instruction and the role of each staff member.
Licenses and Certifications:
- At time of appointment, Michigan Driver’s License with a satisfactory driving record maintained throughout employment.
- Michigan School Administrator Certificate.

Physical Demands
Must possess: mobility to work in a standard office setting and use standard office equipment, including a computer, and to visit various District and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity needed to access, enter, and retrieve data using a computer keyboard, calculator, and to operate standard office equipment. Occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Ability to lift, carry, push, and pull materials and objects up to 40 pounds or heavier weights with assistance and/or the use of proper equipment.
Environmental Elements
Incumbents typically work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Incumbents will interact with individuals in interpreting and enforcing rules, policies, and procedures.
Working Conditions
Incumbents may be assigned an irregular work schedule, including weekends, early mornings, and evenings for school events.
