Title:   Human Resource Supervisor

 

Employment Terms: Twelve (12) Months

 

Salary Classification: Classified Salary Schedule, Exempt 

 

General Statement of Responsibilities:

 

Obtains and maintains the District records for Certified and Classified staff and provides administrative support to the Superintendent in conjunction with the department’s overall responsibilities. Incumbents are specialized in either employment or employee benefits or are responsible for coordinating all activities in the area of specialization.

 

Employment program duties include: coordinating the selection and new hire process for support, certified, and administrative staff; preparing and conducting orientation of new employees; checking and following up on current certification of new and continuing certified and administrative staff; organizing and making decisions regarding the placement of student teachers; developing, implementing, maintaining, and revising the transfer process for certified staff; monitoring and checking professional growth for continuing certified staff; and, coordinating the recruitment, hiring, and training of volunteers teachers and monitoring absences.

 

Benefits program duties include: coordinating all aspects of benefits program; serving as liaison between employees and carriers; establishing implementation procedures; coordinating with consultants and trustees; handling appeals process; facilitating benefits orientation; developing written communication; maintaining insurance materials; developing Summary Plan Documents (SPD); coordinating and facilitating open enrollment meetings; organizing all Trust and Insurance Committee meeting to include developing agenda; seeking council; processing all monthly premium billings; providing benefits information as requested; and, maintaining and monitoring all issues involving industrial injuries.

 

Duties and Responsibilities:

  1. Coordinates the selection and new hire process for support, certified and administrative staff to include posting openings, conducting screening interviews, and assisting with reference check calls.
  2. Maintains and monitors all issues involving industrial injuries, unemployment claims, and employee leave requests.
  3. Coordinates all aspects of the benefits program to include serving as a liaison between employees and carriers, establishing implementation procedures, coordinating with consultants and trustees, handling appeals process, maintaining insurance materials, coordinating and facilitating open enrollment, meetings, and facilitating orientation.
  4. Develops written communication to include creating Summary Plan Documents (SPD).
  5. Develops, implements, maintains and revises the transfer process for certified staff to include revising the handbook and making recommendations for changes.
  6. Coordinates the recruitment, hiring, and training of guest teachers to include developing recruitment materials, monitoring absences, and conducting orientations.
  7. Organizes Trust and Insurance Committee meetings to include developing agenda and minutes, processing monthly premium billings, seeking legal counsel, and providing benefits information.
  8. Organizes and makes decisions regarding the placement of student teachers include preparing a list of staff interested in having a student teacher, coordinating with colleges to obtain a list of potential student teachers, and interviewing student teachers.
  9. Monitors and checks professional growth for continuing certified staff to include approving the education salary credit, investigating discrepancies, and preparing case materials for the appeals committee.
  10. Checks and follows up on current certification of new and continuing certified and administrative staff to include maintaining list of certificates for renewal and assisting in determining alternative plans.
  11. Prepares and conducts orientation of new employees to include updating new hire packets and preparing and issuing letters of intent.
  12. Performs other duties as assigned.
  13. Compiles and coordinates statistical reports.
  14. Establishes and maintains personnel files and records for Certified and Classified District employees and substitute teachers.
  15. Maintains an up-to-date employment application files.
  16. Composes form letters, correspondence and other material.
  17. Transcribes dictation and types confidential, complex and/or technical material including charts, tables and graphs.
  18. Maintains a schedule of appointments and makes arrangements for conferences and interviews.
  19. Handles correspondences/telephone inquiries pertaining to employment, salaries, leaves, etc.
  20. Assists with activities and assignments of substitute teachers; keeps a current listing of substitute teachers; makes telephone reference checks on substitute teachers.
  21. Assists the Certified staff with their teaching certification, renewals, and endorsements.
  22. Maintains up updated listing on the type of certification, endorsements, and expiration dates for certified staff, instructional assistants and substitute teachers to be provided to the Superintendent and principals.
  23. Prepares Certification renewal letters.
  24. Fingerprints newly hired certified employees, substitute teachers and instructional assistants and processes paperwork for certification.
  25. Computes and types certified and classified contracts, supplemental contracts and coaching contracts.
  26. Types personnel action recommendations.
  27. Coordinates new teacher orientations for Superintendent.
  28. Retains personnel and other records as required by District Policy and State Law.
  29. Orders and maintains supplies/forms as needed.
  30. Performs other duties as assigned.
  31. Ability to handle confidential information

Certification:

  • Arizona Fingerprint Clearance Card;
  • Valid Arizona Driver’s License
  • Notary

Skills Required: 

  • Typing at 65 wpm, computer spreadsheet, word processing, and database; operation of office equipment; both written and verbal communication skills; excellent math skills.

  • Training and Experiences in Human Resources Visions, Microsoft Applications;
  • Arizona Department of Employment rules and regulations

  • Essential elements of classroom teaching

  • The district, state, and federal compliance requirements and guidelines

Qualifications

 

Education: AA Degree in Business Administration or related field preferred.

  • Human Resources Academy or in
  • Training and Experiences with Human Resources Visions, Microsoft Applications.

Experience: 

  • Prior experience with Human Resources Programs, Administrative or Executive
  • Two years of a college degree or equivalent training
  • Bilingual, Navajo and
  • Professional computer skills in Excel, basic skills in Visions, Word, PowerPoint and File Maker Pro.
  • Strong Leadership

Supervision: Must use own initiative and judgement. 

 

Physical Requirements: 

  • Must be able to operate office equipment and
  • Positions in this class typically require: fingering, talking, hearing seeing, and repetitive
  • Incumbents may be subjected to travel
  • Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
