This senior management position is responsible for managing and operating court functions for the 46th Judicial District, including human resources administration, budgeting and procurement, facilities management, jury management, oversight of MDJ offices, and oversight of all court-related departments. It is under the general direction of the President Judge.

Job Duties
  • Ensures proper management of day-to-day operations in the court system, implementing the overall strategic vision of the President Judge across the 46th Judicial District.
  • Human Resources Management: Delegates and assigns work projects to staff, setting goals, priorities, and deadlines. Holds regular staff meetings and ensures accountability. Mentors and trains staff on duties, skills, and policies. Fosters a positive team culture. Conducts performance evaluations and writes job descriptions as needed. Provides constructive feedback and addresses performance issues. Resolves conflicts and recommends disciplinary actions when necessary. Reviews and approves leave requests, ensuring compliance with policies.
  • Prepares, edits, and documents the annual Court budgets for Court Administration, Magisterial District Judges (for all four MDJs), and the Jury Program and advocates for their approval by the Clearfield County Controller and Commissioners.
  • Manages and administers the jury system efficiently and cost-effectively while complying with legal requirements, policies, and procedures for summoning, qualifying, and ensuring the comfort and safety of jurors.
  • Serves as the Language Access Coordinator under the Americans with Disabilities Act for Clearfield County by updating plans and related forms and responding to requests and complaints.
  • Acts as the designated Right to Know Officer for court records. Reviews and responds to all written requests for information under Act 3 of 2008, the Right-to-Know Law, and Rules of Judicial Administration 509.
  • Manages the receipt, tracking, and payment requests for transcripts in the 46th Judicial District and ensures that all transcripts requested for appeal purposes are tracked and reported quarterly to the Administrative Office of Pennsylvania Courts (AOPC).
  • Assigns court-appointed counsel for all criminal matters. Reviews petitions for payment and manages coding and payment for all court-appointed counsel.
  • Coordinates with magisterial district court offices to ensure efficient case flow and effective movement of cases through the minor judiciary.
  • Acts as the primary point of contact for bail bondsmen and members of the public seeking to post bail for pre-trial defendants. Ensures all conditions are met before release, including any additional cases with bail or detainers. Coordinates the timing for processing the defendant for bail with the Clerk of Courts, the bail bondsman, and the Sheriff's deputy.
  • Manage user access for CPCMS in Clearfield County. Ensures that users meet the access criteria and assigns appropriate access rights.
  • Conducts an annual review of the Emergency Preparedness and Business Continuity of Operations Plan ("COOP").
  • Manages the budgets of the Common Pleas Court, MDJs, and Court Administration. Handles necessary purchases and pays bills incurred by the Court. Responds to requests for ad-hoc and annual expenditure information for reimbursement to the funding authority.
  • Develops, implements, and maintains an Emergency Action Plan for Clearfield County.
  • Reviews and approves leave requests. Ensures staff understand the importance of staggering leave so that the court administration office can maintain adequate coverage.
  • Acts as a liaison among judges, courtroom staff, attorneys, and other court departments.
  • Develops and maintains a comprehensive understanding of case management and information systems. This includes, but is not limited to, the Common Pleas Criminal Case Management System (CPCMS), the Magisterial District Judge System (MDJS), Clearfield County's Common Pleas Civil Case Management System, and other third-party software used in court operations.
Minimum Qualifications
  • Bachelor’s degree in Judicial, Business, or Public Administration, or a closely related field; PLUS
  • Two years of professional-level experience in court management or three years of varied office management work, including professional-level experience in budgeting, procurement, and human resources management.
  • An equivalent combination of education, experience, and/or training may be considered.

$47,882 - $74,214
