The District Court Administrator (DCA) manages all administrative functions of the 2nd Judicial District's Court of Common Pleas. This role involves supervising a staff of 30 members who are responsible for fiscal administration, internal administrative processes, management information services, court scheduling, caseflow, jury duties, and related functions. The DCA also oversees the policies and operations of the Adult Probation, Juvenile Probation, Domestic Relations, Magisterial District Court, Court Reporting, and Law Library departments. Additionally, the position serves as a liaison with various public and private organizations and reports directly to the President Judge.
Job Duties
- Plans, assigns, and reviews the work of a team of administrative, technical, and clerical personnel engaged in various functions to support the Court's operations.
- Sets goals, priorities, and standards for caseflow development, jury management, information technology development and implementation, as well as payroll, purchasing, and related administrative systems.
- Manages the Court's personnel, including interviewing applicants, selecting or recommending candidates for new positions, and making decisions regarding employee terminations. They also review and approve all personnel transactions related to judicial employees.
- Evaluates the performance of all Court department directors and reviews the performance evaluations of other management staff and direct reports.
- Manages the collection and submission of studies and reports, which may include statistical and narrative records, evaluations of court activities, jury utilization, case flow and records, budgetary and financial issues, administrative operations, and other relevant topics as needed.
- Identifies the judicial branch's needs and establishes corresponding goals, standards, and policies. This involves discussions with members of the judiciary, officials from related organizations, the Deputy District Court Administrator, five Assistant DCAs, and five department directors and management personnel. Additionally, the role requires the development of programs, procedures, and other materials to implement these goals and policies effectively.
- Provides support to judiciary members by addressing administrative issues and related challenges. This includes developing and presenting objectives, goals, requirements, and strategies for court management personnel. Additionally, the role entails reviewing and evaluating the effectiveness of departmental and overall court operations.
- Prepares the annual budget for the 2nd Judicial District; represents the judicial branch at all budget meetings; monitors budget expenditures, revenues and related activity; insures effective control throughout the budget cycle; develops short- and long-range needs for capital expenditures, facilities, space and similar elements; assists in the planning, design, development of specifications and other requirements for such needs; represents the Court in dealings with commercial vendors; oversees all phases of negotiation, acquisition and installation of items, facilities or equipment; approves, or recommends approval of, contracts, purchases and expenditures.
- Serves as the liaison between public and private organizations throughout the County and State.
Minimum Qualifications
- Bachelor’s degree in Judicial, Business, or Public Administration, or a closely related field; PLUS
- Five years of professional-level experience in court management or eight years of professional-level experience managing a large public or private organization, including professional-level experience in budgeting, procurement, and human resources management.
- An equivalent combination of education, experience, and/or training may be considered.
