Summary The Defender Services Office (DSO) is responsible for national administration of the U.S. Federal Defender and Appointed Counsel Program which includes support of the Defender Services Committee of the Judicial Conference, defining appropriation and individual federal defender organization budget requirements, providing training throughout the country, and assessing individual district CJA programs. Responsibilities This position is located in the Defender Services Office, Program Operations Division. The responsibilities of the Program Operations Division range from program reviews of individual district defender offices, providing budget and program support to federal defender organizations and developing the national program budget request to Congress. The incumbent of this position will serve as the Division Chief and will be responsible for leading, managing, supervising, and developing a staff of budget and management analysts, and fiscal operations lawyers who provide support for the Defender Services program. The incumbent will perform all facets of staff supervision, to include assigning and reviewing work of subordinates; completing personnel actions including performance appraisals; and making recommendations for within-band increases, promotions, awards, and / or adverse actions; and overseeing time and attendance and performing other administrative functions relative to the staff supervised. Duties of the position include, but are not limited to : Leading, managing, supervising, and developing a staff of budget and management analysts and fiscal and operational lawyers who provide support for the Defender Services program. Performing all facets of staff supervision, to include assigning and reviewing work of subordinates; completing personnel actions including performance appraisals; and making recommendations for within-band increases, promotions, awards, and / or adverse actions; and overseeing time and attendance and performing other administrative functions relative to the staff supervised. Planning and organizing the division's work, setting priorities, and measuring effectiveness. Employing systems of monitoring, progress reporting, internal accounting and control to oversee divisional operations, stakeholder relations, and internal and external customer service. Overseeing the development and execution of the Defender Services appropriation, including the annual Defender Services Congressional request and FDO budget allocation process. Ensuring accurate allocation of funds among budget accounts and reprogramming funds within authority. Anticipating the effect of legislative and / or programmatic changes and initiatives and advising senior management of budget formulation strategies to provide for implementation of programmatic funding priorities. Formulating a budget that reflects the policies and goals of the Defender Services program for consideration by the Judicial Conference Committee on Defender Services. In conjunction with the AO's budget staff, developing a budget justification and related material that supports the Defender Services Congressional budget request. Developing, implementing, and maintaining financial controls; monitoring expenditures; and overseeing financial reporting to achieve compliance with applicable laws, regulations, and Judiciary policies. Providing staff support to the Defender Services Committee's budget and data subcommittee (DSBDS). Coordinating and preparing FDO supplemental funding requests for DSBDS consideration. Preparing materials, presenting information for decision-making, and conducting follow up action to implement decisions. Establishing constructive working relationships with the Judiciary's Chief Financial Officer and its budget staff to assure Defender Services program interests are properly conveyed. Conducting ongoing administrative and operational reviews of FDOs that address personnel, travel, space and facilities, procurement, property management, internal controls and other operational areas, to ensure compliance with applicable laws, regulations, and policies and facilitate federal defender efforts to efficiently and effectively manage their offices. Conducting ongoing administrative and operational reviews of local CJA panels to facilitate efficient and effective management of the appointment of private attorneys in appropriate cases. Providing written and oral guidance to FDOs, court officials, and others regarding administrative policies and procedures applicable to FDOs. Serving as a liaison to and relying upon the AO's human resources, space and facilities, procurement management, and other administrative support areas for guidance and interpretation of Judiciary policies applicable to FDOs. Managing a comprehensive orientation program for newly appointed federal defenders and administrative officers and organizing periodic administrative conferences and special training programs. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation. Qualifications Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience performing all facets of staff supervision, to include assigning and reviewing work of subordinates; completing personnel actions including performance appraisals; and making recommendations for within-band increases, promotions, awards, and / or adverse actions; and overseeing time and attendance and performing other administrative functions relative to the staff supervised.
