About the Role: As the Deputy Director of Budget and Finance, you will be a driving force behind OASIA’s budget operations, co-leading strategy and operational excellence. Reporting directly to the Executive Director, you will take ownership of developing budget processes and provide fiscal analysis to a network of partner agencies. You’ll develop best practices and implement processes that will elevate OASIA’s capabilities and directly support Colorado’s public sector agencies.
In this position, you will collaborate with senior leadership to ensure the effective use of resources and alignment of strategy with goals. You will supervise preparation and analysis of budgets, provide financial forecasting, and ensure sound fiscal management across various departments.
Key Responsibilities:
- Budget Development and Oversight: Lead the creation of OASIA’s annual budget and collaborate with independent agencies on their budgetary needs, providing insight into decision items and budget schedules.
- Policy Oversight: monitor and respond to legislative changes, ensuring implications of enacted legislation are reflected in budget figure projections and planning.
- Lead Fiscal Operations: Set the direction for OASIA’s fiscal planning, building systems that ensure accuracy, transparency, and compliance. Work collaboratively on year-end close.
- Build and Implement Collaborative Budget Structure: Partner with the Executive Director to develop roadmaps that will guide OASIA’s operations and enable independent agencies to operate with financial agility and accountability.

Ideal Candidate Profile:
You are a proactive budget or legislative analyst with a passion for public service. You are ready to roll up your sleeves and make a difference from day one. You’ll excel in this role if you are:
- An Experienced Policy and/or Budget Professional: You have a Bachelor’s degree and substantial experience in budgeting and interpreting legislative impact as it relates to fiscal operations, ideally within a public sector or government setting. Directly relevant experience may substitute for educational requirements.
- A Collaborative Team Player with a Growth Mindset: You bring a record of managing complex budgets, engaging with multiple stakeholders, and you are always looking to learn and apply new skills.

Reports to: This position reports to the Executive Director of the Office of Administrative Services for Independent Agencies.
Location and work hours: This is a full-time hybrid position. OASIA’s office is located in the Ralph Carr Judicial Center in Denver, Colorado. Occasional travel within the State of Colorado may be required. Occasional work outside of standard business hours may be required.
Statement of Duties: The Deputy Director of Budget and Finance is a key member of the OASIA leadership team, reporting to the Executive Director. This position provides direction and leadership for budget planning, fiscal analysis, and accounting, with a short-term focus on transitioning key services from the State Court Administrator’s Office (SCAO) to OASIA. The role involves the development and implementation of best practice budget processes for OASIA and its network of partner agencies.
The position promotes a collaborative culture, supporting recruitment efforts, professional development, and continuous learning to enhance services provided to Independent Agencies.
Essential Functions:
I. Budget Development and Oversight:
- Lead the development, preparation, and management of annual budgeting process for OASIA and other partner agencies;
- Ensure that budget submissions comply with applicable guidelines and fiscal policies;
- Review and analyze funding requests and recommend budget allocations to senior leadership for OASIA;
- Monitor agency expenditures, revenue projections, and budget variances, providing proactive financial oversight.
II. Financial Analysis and Reporting
- Conduct detailed financial analyses to assess agency’s financial health and performance;
- Prepare periodic financial reports and presentations for agency leadership and external stakeholders as required;
- Analyze trends and recommend budget adjustments or reallocations as necessary;
- Develop and track key financial metrics to guide strategic decision-making.
III. Forecasting and Planning
- Develop and maintain long-term financial plans to ensure the agency’s fiscal sustainability;
- Provide financial forecasts and trend analyses to support decision-making and operational planning;
- Collaborate with other state agencies to forecast financial challenges and maximize efficiency.
IV. Policy Oversight
- Ensure compliance with federal, state, and local regulations and policies concerning financial practices, budgeting, and reporting;
- Review and recommend updates to financial policies and procedures to ensure best practices and accountability;
- Act as a liaison to the state budget of, auditors, and other external agencies to ensure transparency and accountability in financial reporting.
V. Supervision and Team Leadership
- provide training for team members to enhance their skills and performance;
- Opportunity to supervise and mentor Accounting Specialists, fostering a collaborative and results-oriented environment;
- Ensure that all budget-related processes are efficient, accurate, and meet deadlines.
VI. Strategic Financial Guidance
- Provide strategic financial guidance to executive leadership, ensuring that budget decisions align with the agency’s mission, priorities, and strategic goals;
- Support the development of performance-based budgeting and resource allocation frameworks;
- Assess financial risks to develop mitigation strategies to address potential fiscal challenges.
Required Competencies: The successful candidate will have a collaborative partner-focused approach and experience in managing complex budgets and financial systems, strong analytical and problem-solving skills with the ability to handle multiple priorities, and the capacity to work both independently and in a team setting.
Preferred Qualifications:
- Experience with Colorado Governmental budget formulation, execution, and/or analysis, accounting processes related to budget and the legislative process;
- Experience in professional budgeting, finance or grant management;
- Experience with the state of Colorado’s legislative budget process, including preparing budget requests and the Long Bill, submitting responses to the legislature, and experience analyzing the fiscal impact of legislation through development of fiscal notes;
- Experience with the Office of State Planning & Budget (OSPB), the Joint Budget Committee;
- Experience working with federal grants and federal Uniform Guidance and related Office of Management and Budget (OMB) Circulars;
- Experience preparing and communicating budget reports;
- Experience with CORE;
- Experience with Colorado Common Policy;
- Experience with the Performance Budgeting System (PBS);
- Working knowledge of GAAP best practices;
- Advanced degree in Public Policy, Law, or Business is a plus. 7-10 years of directly relevant experience may substitute for this educational preference;
- 2 years of experience managing projects or programs;
- Experience managing organizational budgets of $5M or more.
Minimum Qualifications:
- Bachelor’s degree in finance, accounting, business, public administration, or a related field from an accredited institution AND 5 years of relevant work experience. 7 years of directly relevant experience may substitute for this requirement;
- Experience in state or local government strongly preferred;
- Experience managing organizational budgets from $1M-$5M or more.
