About the Role
As the Technology and Data Operations Specialist, you will be a driving force behind transition of existing and establishment of independent technology-based solutions. You will focus on management of Information Technology (IT) systems, performance monitoring, and data operations. You will lead the development of performance metrics, initiate and manage comprehensive solution analysis projects, and oversee network access, security compliance, and IT vendor procurement for OASIA and the independent agencies supported.
In this position, you’ll act as both an expert and developer, setting standards and ensuring OASIA’s tools and practices are effective, compliant, and aligned with the agency’s broader goals. You will also play a central role in building a collaborative, high-performance culture within a new team.
Key Responsibilities:
- IT & Systems Management: assess and improve IT infrastructure, manage network access, and oversee security compliance and vendor procurement for OASIA and supported agencies.
- Data & Performance: develop performance metrics, track data, and ensure alignment with agency goals.
- Process Improvement: utilize process improvement methodologies like Six Sigma to optimize operations.
- Collaboration: work with stakeholders to define system requirements and ensure alignment with agency needs.
- Human Resources & Payroll Support: assist with HRIS and payroll systems management.

Reports to: This position reports to the Executive Director of the Office of Administrative Services for Independent Agencies.
Location and work hours: This is a full-time hybrid position. OASIA’s office is located in the Ralph Carr Judicial Center in Denver, Colorado. Occasional travel within the State of Colorado may be required. Occasional work outside of standard business hours may be required.
Statement of Duties: The Technology and Data Operations Specialist is a key member of the OASIA team, reporting directly to the Executive Director. This position focuses on management of Information Technology (IT) systems and solutions, performance monitoring, and data operations. The Technology and Data Operations Specialist leads the development of performance metrics, manages comprehensive solution analysis projects, and oversees network access, security compliance, and IT vendor procurement for OASIA and the Independent Agencies it supports.
This position plays a crucial role in championing data-driven decision-making, gathering and tracking data to support impact and inform budgetary recommendations or requests. The Technology and Data Operations Specialist also ensures records retention practices adhere to applicable policies and align with best practices in data security, mitigating risk, and offering solutions to technical challenges. This role requires cross-divisional responsibilities to promote consistency and a rapid response to agency inquiries.
Essential Functions:
I. Systems and Information Technology (IT) Management:
- Assess the technology needs of OASIA and Independent Agencies, identifying opportunities for IT improvements and recommending associated options, following through with planning, implementation, and performance tracking/monitoring phases.
- Manage network access, security compliance, and vendor/consultant procurement for IT services.
- Oversee records retention policies in alignment with data security protocols and legal requirements.
- Assist with troubleshooting and provide technical support for external systems used by Independent Agencies.
II. Operational and Administrative Responsibilities:
- Compile and maintain records retention policies, working with document storage vendors to ensure adherence as needed.
- Participate in business analysis processes to support agency requests and standardize procedures across OASIA.
- Collaborate with agency stakeholders to interpret business needs, elicit system requirements, and recommend technical or process-based solutions.
III. Data, Performance, and Risk Management:
- Lead the development and monitoring of performance metrics.
- Maintain training and working knowledge in risk management and data security best practices, offering guidance and updates as needed.
- Track and analyze data to demonstrate impact and inform business cases for investments as needed.
IV. Process Improvement and Project Management:
- Conduct process mapping, root cause analysis, and process optimization to identify and implement business process improvements.
- Recommend changes to business analysis policies, templates, tools, and procedures, ensuring alignment with industry best practices.
- Employ tools such as Six Sigma, Lean, or other process improvement methodologies to refine and enhance operational efficiency.
V. Shared System Support and Training:
- Assist with HRIS systems management, including payroll processing and supporting cross-functional teams in accounting, payroll, and fiscal systems.
- Provide cross-divisional training in key operational systems and maintain collaborative relationships with team members and agency representatives.
VI. Other Duties:
- Attend required meetings and trainings.
- Perform other duties as assigned to support OASIA’s long-term goals.
Required Competencies: The successful candidate will have strong interpersonal skills, the ability to interact professionally with a wide variety of stakeholders, writing skills, oral communication skills, experience in managing multiple systems in a cohesive manner, strong analytical and problem-solving skills with the ability to handle multiple priorities, and the capacity to work both independently or in a team setting.
Preferred Qualifications: Certification in Six Sigma, Lean, or other process improvement methodologies, IT project management experience and familiarity with requirements management tools, and public sector experience and knowledge of Agile or Scrum Master methodologies preferred. Network and Security certificates will set candidates apart. A certificate preferred.
Minimum Qualifications: This position requires an undergraduate degree in business, information technology, computer science, or related field (directly relevant experience may substitute for education).
Successful candidates will demonstrate the following: an understanding of process design, application development, integration, and data security best practices; strong collaboration and communication skills, with the ability to work independently and proactively; familiarity with process improvement methodologies such as Six Sigma or Lean; experience with IT project management, business process re-engineering, and systems analysis; and working knowledge of Agile, Waterfall, or other software development methodologies.
