JOB TITLE: SUPERVISOR OF STUDENT SERVICES
REPORTS TO: Chief Academic Officer/Principal
SUPERVISES: School Counselors, Child Study Team Members, Teachers


NATURE AND SCOPE OF JOB:
The Supervisor of Student Services shall oversee all functions of Student Services in the school and
evaluate and provide leadership for the department; to provide for the development, alignment and
implementation of counseling and special education services to enhance student achievement and
overall mental and physical well-being of the student body.


QUALIFICATIONS:
The Supervisor of Student Services shall:
1. Possess a Master’s Degree or higher.
2. Possess a valid NJ Supervisor Standard Certificate or NJ Principal Standard Certificate or
Certificate of Eligibility.
3. Possess a valid NJ School Counselor Standard Certificate or NJ teacher certificate.
4. Possess a minimum of 3 years experience as a School Counselor or teacher and should have a
working knowledge of special needs, secondary subject matter areas and/or career and
technical education.
5. Have experience with child growth and development, psychology of exceptional children,
student activities, curriculum and grant management.
6. Have staff development experience.
7. Demonstrate the ability to use current district technological platforms, Student Data Systems,
Google Education Suite, data management platforms, visual and audio presentations, and
telecommunications.
8. Demonstrate the ability to use electronic equipment for word processing, data management,
information retrieval, visual and audio presentations, and telecommunications.
9. Demonstrate the ability to communicate effectively in English, both orally and in writing, using
proper grammar and vocabulary.
10. Provide proof of residency in the State of New Jersey, approved residency waiver or candidate
agrees to obtain residency within one year of employment
11. Provide proof of U. S. citizenship or legal resident alien status by completing Federal Form I-9
in compliance with the Immigration Reform and Control Act of 1986.
12. Provide evidence that a criminal record history check has been conducted and clearance has
been given by the Department of Education, or, during the initial six month period provide a
sworn statement that there have not been any convictions of a crime or a disorderly persons
offense in accordance with 18A:6-7.1.
13. Provide information that includes current/former employers within the last twenty (20) years
in which the employment involved direct contact with children ; a written authorization that
consents to current and former employers disclosing certain information; and a written

statement as to whether the applicant has any employment history regarding child abuse
and/or sexual misconduct in accordance with N.J.S.A.18A:6-7.6.
14. Provide evidence that health is adequate to fulfill the job functions and responsibilities with
reasonable accommodation pursuant to 42 U.S.C. 12101 and in accordance with N.J.A.C.
6:3-4A.4.
15. Pass the State required Mantoux Intradermal Tuberculin Test as required by N.J.A.C. 6:3-4A.4.
16. Meet such alternatives to the above qualifications as the Superintendent may find appropriate
and acceptable.


VERIFICATION OF COMPETENCY:
1. District Application, resume and references.
2. Required documentation outlined in the qualifications above.
3. A minimum of three letters of reference from former employers, teachers, professors or other
professional sources, or copies of recent evaluations and observations of teaching
performance.
4. Applicable transcripts.


EMPLOYMENT TERMS:
The Supervisor of Student Services shall be employed under the following terms:
1. Work year of twelve months.
2. Salary or hourly wage, benefits, and leave time as specified in the Employment Conditions and
Benefits for Non-Bargaining Unit Employees.
3. Conditions established by all laws and codes of the State and all policies, rules, and regulations
established by the Board of Education (N.J.S.A. 18A:27-4 et seq.).


JOB FUNCTIONS AND RESPONSIBILITIES:
The Supervisor of Student Services shall:
1. Provide leadership in the development of the district's program of student services and special
education; coordinates and supervises related activities. Evaluates existing programs and
makes recommendations for improvements.
2. Assume responsibility for the recruitment, assignment, supervision and evaluation of all
certified and noncertified student services staff.
3. Keep informed of all legal requirements governing special education and ensure that all
requirements under administrative code, state/federal law, board policies/regulations and
school goals/objectives are met.
4. Recommend policies and programs essential to the needs of exceptional children and promote
inclusion of those students in all programs.
5. Organize and maintain the student services curriculum, Tiered Systems of Academic Supports
and I&RS team.
6. Oversee all testing requirements, including but not limited to, local and state assessments, CST
assessments and world language assessments.

7. Supervise and coordinate the activities of child study team members and ensure the
placement of individual students with special needs in those educational situations best suited
to their requirements and multi-language learners and related services.
8. Supervise the STRIVE Program including On-the-Job-Training (OJT) and Extended School Year
programs.
9. Work in consultation with the student assistance coordinator, the anti-bullying specialist, and
the affirmative action officer toward the remediation of individual issues and the general
improvement of the school climate and culture.
10. Oversee the development and effective delivery of the district's guidance program.
11. Initiate, facilitate and maintain liaison with community agencies and other resources to meet
students' special needs. Refers parents and child to agencies when appropriate.
12. Promote the objectives of the district's student services program to parents, students, staff
and the community with multiple means of communication. Assist with promoting CCTEC at
school events, including Information Sessions.
13. Cooperate with the building principal to plan, coordinate and evaluate the student services
program and to evaluate the performance of student services staff assigned to each program.
14. Participate in the development and implementation of inservice programs.
15. Facilitate departmental meetings and other school functions as assigned by the Principal or
District Administration.
16. Oversee and maintain departmental property and security of said property.
17. Manage and grow the existing scholarship program within the school and the community.
18. Prepare and administer the departmental budget.
19. Be a liaison between RCSJ and CCTEC to continue to strengthen and grow our relationship.
20. Oversee the student data system at the school level including scheduling.
21. Oversee all post-secondary college and career planning efforts.
22. Conduct exit surveys on all graduates on their high school experience and post-graduation
plans and create data visuals to analyze annually.
23. Review records for incoming freshmen and schedule IEP/504 meetings, as needed.
24. Attend out-of-district meetings/professional development sessions pertaining to school
business as assigned by the Principal or District Administration.
25. Assists in the planning and supervision of activities to promote student and employee health
and safety.
26. Oversee Junior and Senior parent nights, FAFSA requirements, Common App Boot Camp.
27. Assist the principal or district administration in duties related to instruction,
supervision, evaluation, professional development, and the overall administration of
the complex or building.
28. Maintains regular attendance and professional appearance.
29. Protect confidentiality of records and information gained as part of exercising professional
duties and use discretion in sharing such information within legal confines.
30. Perform any duties that are within the scope of employment and certifications, as assigned by
the Principal or assigned supervisor, and not otherwise prohibited by law or regulation.
31. Adhere to New Jersey school law, State Board of Education rules and regulations, Board of
Education policies and regulations, school regulations and procedures, and contractual
obligations.

4. Exposure to a building in which a variety of chemical substances are used for cleaning,
instruction, and/or operation of equipment.
5. Function in a workplace that is usually moderately quiet but that can be noisy at times.

Performance of this job will be evaluated in accordance with provisions of the Board’s policy on
evaluation of certified staff for the Employment Conditions and Benefits for Non-Bargaining Unit
Employees.
