DEFINITION

This position involves planning, organizing, directing, coordinating, and evaluating major programs within the Growth Centers of America network. Additionally, the role involves acting as a liaison between assigned program areas and division management and assisting the Director and Sr. Behavioral Health Managers in the overall administration of the Mental Health and Substance Abuse Services at our Concord, California location. The employee in this role will supervise the work of professional, technical, and clerical staff and perform any other duties as assigned.

DISTINGUISHING CHARACTERISTICS

Individuals in this role receive instructions from the Sr. Behavioral Health Managers in Mental Health and Substance Abuse Services and are accountable for managing and ensuring the overall quality and effectiveness of our Concord, California location. This position necessitates strong leadership and communication abilities, as well as problem-solving skills and the capacity to participate effectively in the decision-making process. This role also necessitates a high level of professional knowledge in the areas of mental health and / or substance abuse treatment / support services. This classification is distinct from the lower-level Mental Health Supervising Client Care Specialist classification due to the greater range of responsibilities and multiple program areas.

TYPICAL TASKS

The job duties include working with the Director and Senior Behavioral Health Managers to plan, implement, and evaluate the quality and effectiveness of client care services. The person in this role will also participate in case conferences and team meetings, liaise with human service providers, and develop staffing and resource needs, as well as administrative procedures.

Additionally, the job will involve attending and participating in various treatment team meetings, conducting staff meetings and conferences, and advising staff on clinical and administrative matters. The person in this role will also be responsible for interviewing, hiring, and evaluating professional and support staff, planning and overseeing staff orientation, training, development, and supervision.

EMPLOYMENT STANDARDS

Knowledge :

Thorough knowledge of :

The principles, practices, and techniques of psychotherapy and psychiatric casework and / or substance abuse treatment

Social aspects, attitudes, characteristics, and behaviors of mental illness and emotional disturbances and / or substance abuse

Working knowledge of :

The principles and practices of planning, organizing, and supervising mental health and / or substance abuse programs.

Current developments in the field of mental health and / or substance abuse.

Community resources available to mental health and / or substance abuse programs.

Some knowledge of :

Program development and evaluation techniques

Current trends in Federal and State mental health and substance abuse programs.

Agency's policies and procedures as they relate to proper management and administration of programs and client services.

Ability to :

Identify the need for and develop proposed program practices, policies, and procedures changes.

Provide professional consultation and program leadership techniques, methods, and procedures of program area and administrative functions.

Communicate effectively in both oral and written forms, expressing complex and technical terminology and concepts in an understandable manner.

Establish and maintain effective work relationships with others.

Apply a reasonable degree of physical exertion to control client behavior in emergency situations.

Training and Experience :

Any combination of training and experience that would provide the required knowledge and abilities qualifies. A typical way to obtain these knowledge and abilities would be :

At least three years of licensed or certified professional experience in a multidisciplinary mental health and / or substance abuse program, which includes experience in administrative management and / or clinical supervision that demonstrates possession of the knowledge and abilities.

Completion of academic coursework and training as defined below :

  • Ph.D. in clinical psychology from an accredited school or
  • Master's degree in Social Work from an accredited school of social work or
  • Master's degree in Marriage and Family Counseling, Psychology, Counseling, or a related field from an accredited school.
