AEI is accepting resumes for Davis-Bacon Act Compliance Officer to become a part of our superior workforce in Washington, DC. The Davis-Bacon Act Compliance Officer will provide onsite and remote federal program leadership.
RESPONSIBILITIES:
• Overseeing the compliance of Davis-Bacon Act (DBA) requirements on large construction projects financed by a federal client located across the US.
• Work with the team responsible for monitoring and enforcing compliance with DBA prevailing wage requirements
• Respond to wage compliance questions and concerns federal agency employees, management, or project contractors and construction workers
• Report potential wage violations and conduct investigations, notifying appropriate authorities when necessary
• Conduct site visits, field observations, and interviewing construction workers to ensure appropriate classification and pay of workers
• Collect and review weekly Certified Payroll Reports (CPRs) and supporting payroll records (e.g., statements of compliance, fringe benefit statements, payroll deductions, apprentice registrations/ratios, etc.)
• Submit Semi-annual Enforcement Reports to the Department of Labor (DOL)
• Identify the applicable wage determination for a particular project or work classification
• Review and submit wage classification conformance requests to the DOL as necessary
• Coordinate DBA compliance activities, prioritizing tasks to minimize compliance risk for the f Federal program
• Provide support and guidance to technical resources for DBA requirements, coordinating, as required, with work performed in other internal and external organizations
• Use technical judgment to identify potential operational risks, develop risk mitigation strategies and corrective actions for DBA compliance
• Initiate, design, develop, implement, and evaluate new processes, products, or systems for DBA compliance
• Conduct training to other DBA staff and indirectly to team members, clients, and projects
REQUIREMENTS:
• Minimum of US Citizenship required to obtain client issued Public Trust
• 8 years of experience in DBA program management
• Demonstrated ability to team across several different fields
• Demonstrated leadership skills, including the ability to successfully plan, organize, lead, and monitor team efforts to completion
• Ability to effectively prioritize and implement tasks in a high-pressure environment
• Demonstrated knowledge of and experience with implementing DBA policies affecting activities, projects, or initiative
• Excellent written and oral communication skills
• Excellent attention to detail and an understanding of fundamental business writing
• Expertise in Microsoft Office Products (i.e., Word, Excel, PowerPoint, and Outlook)
