Position Overview
ADV is seeking a Foreign Humanitarian Assistance (FHA) Program Analyst (J49) to support NORAD and USNORTHCOM J4 (N&NC/J49) to provide Country Program Monitoring. The selected candidate will work closely with Program Managers, Interagency Components, Offices of Defense Coordination/Cooperation (ODC), and key stakeholders to ensure the successful execution of humanitarian assistance projects and security cooperation efforts.
Key Responsibilities
- Advise and assist the J49 on planning, tasking, conducting, summarizing, and reporting on the requirements for each Country Program Monitoring (CPM) in compliance with instruction and policy in DoDI 5132.14 and SAMM Chapter 12.
- Create an annual CPM plan for each Partner Nation (PN) and collect appropriate data to complete the CPM within five days in coordination with FHA Program Managers.
- Provide a status brief of each month’s CPM progress and the forthcoming month’s plan.
- Maintain and update an electronic record of CPM status on the J49 portal at least weekly.
- Communicate with host country contacts in spoken and written form without the need for a translator.
- Demonstrate cultural competency in dealings with PNs to positively reflect the image of USNORTHCOM and the United States.
Required Qualifications:
- Active Secret Clearance (must be obtained prior to start).
- Bachelor’s degree in International Relations, Political Science, Public Policy, or a related field (Master’s preferred).
- 3 years of experience in foreign humanitarian assistance, international development, security cooperation, or disaster preparedness.
- Demonstrated expertise in program assessment, monitoring, evaluation, and strategic planning.
- Strong understanding of DoD humanitarian assistance programs, DSCA regulations, and security cooperation initiatives.
- Proficiency with OHASIS, TMT, APACS, DTS, and other DoD-related databases.
- Experience working with US embassies, partner nations, or interagency stakeholders in an international capacity.
- Strong written and verbal communication skills, with the ability to translate English/Spanish preferred.
- Ability to travel internationally to Mexico, The Bahamas, and other locations as required.
Preferred Qualifications:
- Experience working within USNORTHCOM, J4, or similar DoD organizations.
- Familiarity with Department of State and USAID humanitarian assistance programs.
- Previous experience supporting security cooperation efforts in Latin America or the Caribbean.
- Fluency in Spanish
