Sr. Developer/Programmer Analyst (Front End UI-JEE)

Job Overview:

Performs User Interface and Web Services development and support for several HHSC IT applications. Activities will include front-end development using modern, responsive technology such as Angular or React; converting SOAP-based services to RESTful services; and development of new RESTful web services using JBoss EAP environment.

Duties & Tasks:

• Plans, develops, tests, and documents computer programs, applying knowledge of programming techniques and computer systems.
• Evaluates user request for new or modified program, such as for financial or human resource management systems, clinical research trial results, statistical study of traffic patterns, or analyzing and developing specifications for bridge design, to determine feasibility, cost and time required, compatibility with current system, and computer capabilities.
• Consults with user to identify current operating procedures and clarify program objectives.
• Formulates plan outlining steps required to develop program, using methodologies such as structured analysis and design or object-oriented development.

Responsibilities:

• As a member of the team, participate in requirements analysis, high-level and detailed design, development, testing and deployment of new application components, as required.
• Work with other teams as necessary to accomplish goals.
• Create technical and design documentation, as required.
• Perform system analysis and problem resolution, as required.
• Analyze software for configuration & performance tuning opportunities, as required.
• Develop and maintain data and process models, as required.
• Employ contemporary testing methods to ensure applications function properly and without error.
• Provide technical support for testing and implementation efforts.
• Participate in program design, coding and test walk-through meetings to provide input regarding technical standards and customer requirements.
• Provide application support (defect repair, maintenance, and production operations support) for web-based Java applications in an SOA platform. Perform system analysis, troubleshooting, diagnosis and problem resolution. Analyze software for defects and performance tuning opportunities. Develop and test application code to resolve defects and improve application reliability and performance.

EXPERIENCE-

Required Qualifications & Skills:

• 8 Years: Hands-on experience in Front End/UI development, enhancing and maintaining enterprise-class applications on the JEE application development platform
• 8 Years: Hands-on experience in Server-side/Web Services development, enhancing and maintaining enterprise-class applications on the JEE application development platform
• 8 Years: Hands-on development experience implementing applications utilizing any JEE Application Server, Authentication and Authorization, Caching strategies
• 8 Years: Hands-on programming experience in following languages / technologies: Java, JEE, REST/SOAP web services, HTML5, JavaScript, JQuery, AJAX, CSS3, Bootstrap, SASS, Typescript, Spring, Java Server Pages, Struts, JSON, XML, JWT, Maven, OpenAPI v3, OAuth
• 8 Years: Experience implementing client-facing applications with responsive design and development
• 8 Years: Experience implementing SPAs with at least 4 years of experience implementing SPAs using Angular TypeScript framework.
• 8 Years: Hands-on Experience implementing web services including at least 4 years of experience implementing RESTful services security using JWT, OAuth, and other related technologies/standards.
• 8 Years: Experience with integration of web services into Angular or React based SPAs
• 8 Years: Experience implementing client-facing applications using JSP and Struts
• 8 Years: Experience in development of self-contained, reusable, and testable modules and components
• 8 Years: Experience in implementing best practices in the areas of application design, performance, scalability and maintainability.
• 3 Years: Hands-on experience with JBoss or IBM WebSphere Application Server 8 or later
• 3 Years: Hands-on experience with Agile Development Methodologies (preferably Scrum)
• 2 Years: Hands-on development experience for mobile and tablet platforms

Contract Details:

• The primary work location(s) will be at 701 W 51st St, Austin, Texas 78751.
• This position is HYBRID; 3 days will be Remote, and 2 days will be Onsite so we require candidates who locally reside in Austin, Texas.
• Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.
• Services are expected to start 06/02/2025 and are expected to complete by 08/31/2025. Total estimated hours per Candidate shall not exceed 736 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
