Job Description:
The primary responsibility of the Resource Manager is to oversee financial planning, contract execution, and resource management for all Advanced Technology Leaders, Inc. (ATL) programs. The role ensures financial oversight, budget forecasting, contract compliance, and financial risk management while supporting company growth and operational efficiency.
Essential Functions:
Manage and oversee ATL financial and contract operations, including but not limited to:
- Overseeing financial planning, execution, and reporting for various prime and subcontract accounts.
- Developing financial plans and forecasting periodic budgets to align with company objectives.
- Managing contract negotiations, execution, and compliance to ensure adherence to company policies and government regulations.
- Monitoring financial transactions, cost allocations, and ensuring adherence to budgets.
- Review monthly accounting close process including analytical review of the monthly operating results to ensure accurate accounting records are maintained
- Conducting financial risk analysis and advising senior leadership on mitigation strategies.
- Managing overall utilization and financial performance of contracts and programs.
- Assisting in strategic financial planning by providing relevant data and recommendations.
- Ensuring accurate payroll administration, compensation management, and financial reporting.
- Maintaining up-to-date records of financial statements, invoices, and contract agreements.
- Collaborating with program managers to allocate financial resources efficiently and track expenditures.
- Conducting audits to ensure compliance with labor laws, tax regulations, and contractual obligations.
- Developing and implementing best financial practices for improved efficiency and cost savings.
- Identifying financial process improvements and integrating them into ATL’s Quality Management System.
- Preparing reports on financial performance, utilization rates, and resource allocation for executive leadership.
- Preparation of workpapers supporting the annual tax return
- Coordinate the preparation of annual tax return with outside CPA firm
- Advising on vendor management and contract terms to optimize cost-efficiency and operational effectiveness.
- Assisting with financial system implementation and data management for improved financial tracking.
Preferred Education and Experience:
- Bachelor’s degree in Finance, Economics, Accounting, Business Administration
- Master’s degree in Finance, Accounting, or Business Management/Organizational Leadership.
- Ten years work experience in leadership/management positions.
- Solid knowledge of financial and accounting procedures
- Expertise in budget management, contract compliance, and financial analysis.
- Proficiency in financial and accounting software tools.
- Strong analytical, problem-solving, and organizational skills.
- Excellent knowledge of financial regulations, labor laws, and compliance standards.

Environment: This job operates in an office environment. This role routinely uses standard office equipment.
Physical Demands:
- Prolonged periods sitting at a desk and working on a computer.
- Ability to lift up to 15 pounds at times.
- Occasional walking, standing, or moving within an office environment.
- Ability to use standard office equipment, including computers, printers, and telephones.
- Clear verbal and written communication for effective business interactions.
Travel: Minimal travel for corporate support is expected for this position.
