The Behavioral Health Community Partner Program (BH CP) Director is responsible for leading the development and management of BHPMW’s BH CP program.
The BHCP program is a care management program supporting adult MassHealth members. The Program Director manages this contract at BHPMW (co-located with Advocates) with a small team and works with our 5 provider partners who deliver the care management services: Advocates, Family Continuity, SMOC, Spectrum Health Systems, and Wayside Youth and Family Support Network.

Responsibilities
Accountable for all aspects of the BHCP contract including all deliverables, provider performance, and members- across the BH CP geography.
Responsible for daily operation and oversight of the BH CP including the development and implementation of all policies, procedure, protocols, budget, clinical oversight, staff oversight, and plans.
Responsible for all BHPMW contract management functions and network management oversight of the consortium entities and affiliated partner delivering CP supports and some administrative functions by agreement.
Develop and maintain working relationships with Community Behavioral Health Centers (CBHCs) located within the BH CPs geography. This includes development of protocols for communication and Enrollee care.
Monitor contract and outcomes data, and report quarterly on key findings to the Executive Director and Consumer Advisory Board.
Develop subcontracts, MOUs and BAAs as needed, in consultation with the Compliance Officer.
In collaboration with the Executive Director, develop and maintain external relations and act as the BH CP liaison with MassHealth, ACOs, BH & LTSS CPs, CSAs, direct service providers, and others as need indicates.
Represent BH CP at all required external meetings.
Responsible for MassHealth readiness review.
In collaboration with the Executive Director, market BHPMW’s BHCP program with ACOs, MCEs, PCPs and other referral sources to secure adequate referrals.
Collaborate with the Medical Director on development of protocols and oversight of quality of care.
Demonstrate a proactive commitment to maintaining effective communication with staff, Enrollees, Care Team members and other collaterals, and other internal and external stakeholders and customers. Promote strong working relationships and excellent customer service.
Complete required trainings and other professional development activities
Strictly adhere to HIPPA and confidentiality policies at all times, including when responding to inquiries for Enrollee information
Oversees administrative functions and consortium entities preforming some of those functions, including coordinating with CFO, billing, and IT Director.
Ensure all IT requirements for the BHCP contract are met.
In collaboration with the IT Director and Executive Director, oversee contracts with care management software vendor and other vendors.
Implement technology/data system to track members and respond to trends and needs, in collaboration with the IT Director and the data analytics staff.
Supervise Manager of Population Health/QM.
Serve as liaison to senior operations leads at the consortium entities and affiliated partner.
Oversight of Quality Management Committee, in collaboration with Manager of Population Health / QM.
Convene Consumer Advisory Committee, in collaboration with Advocates.

Coordinate and collaborate with the LTSS CP in which Advocates will be an affiliated partner, and other BH and LTSS CPs.
Submit Annual Reports and other reports as required by EOHHS.
Ensure that clients are treated with dignity and respect in accordance with BHPMW Human Rights Policy. 27. Perform all duties in accordance with the agency’s policies and procedures
Strictly follows all agency Performance Standards.
Qualifications
MA/MS or doctoral degree in social work or a related field, or RN or advanced practice nursing degree preferred. BA/BS with extensive experience may be considered.
Massachusetts independent practice licensure preferred.
Minimum of five years of clinical experience, two years of care management or integrated care experience, and two years of supervisory and management experience.
Training in care management and integration of medical and behavioral health services preferred.
Experience in program development, collaboration, and contract management with external customers preferred.
Strong skills in the areas of communication, follow through, collaboration, and customer service.
Computer skills, including proficiency in contemporary Windows operating systems and Windows office suites with an emphasis on Word and Excel; ability to learn new systems; data analytics experience; and comfort and experience using mobile technologies
Ability to read and speak English.
Strongly prefer that a candidate will have a demonstrated understanding of and competence in serving culturally diverse populations.
Ability to communicate effectively verbally and in writing.
High energy level, superior interpersonal skills, and ability to function in a team atmosphere.
Must hold a valid driver’s license. Must have access to a safe, operational and insured vehicle and be willing to use it to transport Enrollees.
Ability to perform each essential duty satisfactorily.
