Reporting directly to the Commercial Operations Director, the Federal Estimating and Proposal Manager is responsible for leading estimating and proposal activities for all Federal projects and providing expert guidance to AECON, consistent with their education, training, and experience, all in accordance with home company and customer requirements, policies and procedures.

What You'll Do Here
Manage and lead the estimating and proposal efforts of projects through the proposal stage, including involvement in and chairing of team meetings and project review processes.Provide Value engineering. Review design options and recommend best solution based on cost, engineering, quality, or availability of materials. Attend and coordinate cross-functional meetings to set and execute organizational goals.Lead the estimating input to the risk assessment and management process and contribute to the population of the Risk Register.Aggregate all proposal documents and champion review by required stakeholders in order to provide complete and timely submission to customers.Consistently and insightfully formulate all tender costs-labor, material, equipment, and procure subcontractor scope and costs-for quotation submission.Lead the estimate close-out process, including tender reviews, sub-proposal reviews and analysis.Ensure compliance with Aecon’s estimating policy, risk management policy and standard operating procedures.Lead the successful transition and handover of estimating documents to the project execution teams.Develop and manage data and metrics to improve and support a successful estimating process.Recruit, develop and lead a team of Estimators and Proposal Professionals with the overall goal of providing oversight and guidance for bids and proposalsMaintain positive relationships with clients, consultants, and subcontractors.Any other duties as assigned by his / her manager.What You Bring To The Team
Diploma or Degree within Project Management or equivalent combination of training.10 years of Estimating and Proposal experience at a large federal contractor in the construction or engineering industries and deep experience in Major Project Estimating.Large infrastructure project and bid experience with an estimated value of $100M desirable.Proven experience leading complex government bids involving multiple work types / disciplines.Expert in reading and understanding construction drawings and documents.Thorough knowledge of contract language, experience with the FAR, DFAR, DEAR and different federal contract types such as FFP, T&M, Cost Plus required.Working knowledge of MS Excel / Word / Project, P6, Hard Dollar or similar estimating software.Strong knowledge of project controls, including cost, scheduling and general requirements of construction projects.
