Job Overview
The Sr. Subcontract Administrator is tasked with the full supplier subcontracting process, from initial identification of procurement requirements through supplier contract closeout. This role involves coordination between internal teams and external subcontractors to ensure contractual obligations are met, risks are managed, and project goals are achieved on time and within budget. A detailed knowledge and understanding of the Federal Acquisition Regulation (FAR) and supplemental Defense Federal Acquisition Regulation (DFAR) and how these requirements flow from an AEVEX customer contract to a supplier's sub-contract is a requirement of the position.
Essential Functions
- Coordinates with internal stakeholders and prepares subcontract request for proposal and quotation packages with statements of work (SOW), technical evaluations, negotiating terms and conditions, and other requirements for the procurement of services, materials and / or equipment.
- Reviews customer solicitations and provides documentation to include price and / or cost analysis and subcontractor management plans to support the Aevex proposal team for new business awards.
- Responsible for the preparation and administration of subcontract awards, task orders and modifications consistent with customer requirements, government regulations, and Aevex procurement policies and procedures.
- Ensures company and subcontractor compliance with all Federal Acquisition Regulations (FAR), FAR supplements, Defense Federal Acquisition Regulation Supplement (DFARs), applicable regulations and company policies and procedures.
- Manage the subcontract small business set aside program and serves as small business liaison officer for the company.
- Monitoring and managing subcontractor performance; including vendor disputes, contract discrepancies, delivery timelines and performance issues.
- Evaluate proposals from potential subcontractors based on pricing, schedule, capabilities, compliance, and performance history.
- Draft, negotiate, and execute supplier subcontract agreements and amendments.
- Ensure all contracts adhere to legal, regulatory, and company-specific requirements.
- Lead subcontract negotiations, focusing on terms, pricing, delivery schedules, and performance metrics.
- Manage contract modifications, ensuring that all terms and conditions are met throughout the supplier subcontract lifecycle.
- Monitor subcontractor costs to ensure alignment with contract budgets.
- Review and approve subcontractor invoices, ensuring accuracy and compliance with contractual terms.
- Work closely with project managers, procurement, and finance teams to align subcontracting strategies with overall project objectives.
- Provide recommendations and support to internal teams regarding subcontracting best practices.
- Maintain accurate subcontract records and documentation for audits and reporting purposes.
- Perform other duties as required.
