I. INTRODUCTION


This position is in the Office of Human Resources (HR), a department within the National President’s Office. The incumbent of this position provides administrative, customer service and coordination support for the entire HR department as well as executive administrative support for the HR Director.

The coordinator will facilitate the HR processes for AFGE. This position will assist with resolving benefits-related problems, support positive employee relations, coordinate employee training schedules, support recruitment and staffing for the HR department.

With an eye on continuous process improvements, the coordinator will assist the HR team with fulfilling a variety of necessary HR duties, primarily focused on delivering good employee experience and ensuring compliance with required employment laws, policies, and regulations. The incumbent should be highly organized, detail-oriented, analytical, a good communicator, collaborative, self-motivated, and most importantly, a team player who is personable and approachable.

This is a confidential position and excluded from any bargaining unit. AFGE has four (4) bargaining units represented by four (4) unions covering all non-managerial and non-confidential positions.



II. Major Duties and Responsibilities


• Assist in the administration and coordination of assigned functions such as recruitment, benefits, training, and other HR duties. Plays a support role in the tracking of employee concerns and grievances filed by employees or the union.


• Create and maintain staff files and records in the HR office and on the shared drive.

 

• Perform customer service functions by answering staff requests and questions, respond to general HR questions, and direct inquiries to appropriate resources for resolution. Monitor the HR group email daily.


• Manage the full Offboarding process with support from the HR Team for resignations, retirements and terminations. Manage the approval and signature process for offboarding documents. Lead the coordination of the staff offboarding with appropriate departments, including IT, Payroll, Accounts Payable, etc. Assist with coordinating the return of equipment and other property between staff and their department. Ensure staff timesheets are completed upon separation. Assist with calculating the leave balance for staff during the offboarding process. Conduct exit interviews and track separations to identify best practices. Ensure the employment status for staff is immediately updated in ADP to officially process their separation.


• Play a support role with the full Onboarding process for new hires, including writing offer letters and PAs; and completing the DC Wage Forms for staff. Manage the approval and signature process for these documents. Participate in the hiring panel for candidates. Assist with making job offers. Assist with completing candidate background checks. Assist with sending calendar invites for biweekly New Hire Orientation, as well as conducting the orientation as needed. Assist with gathering new hire paperwork and ensure timely distribution of the paperwork to correct departments. Enter new hires into ADP as part of the biweekly Onboarding process. 


• Manage staff changes and updates in ADP for payroll processing biweekly, along with other members of the HR Team. 


• Manage the processing of ongoing Step and Quality Increases, including sending notifications to managers. With the assistance of the HR Team, ensure PAs are created, approved, processed and distributed in a timely manner.


• Manage the processing of Probationary Notices, including sending notifications to managers. Ensure these notices are distributed in a timely manner.

• Assist the HR Team, when applicable, with processing Cost of Living Adjustments (COLA).  

• Assist with processing special projects, such as Onboarding and Offboarding for the Election Release Staff.

• Assist the HR team with Open Enrollment and respond to staff and retiree benefit questions.

• Assist the HR Specialist with the completing employment verifications, as well as background and reference checks.

• Generate reports in ADP and assist with compiling and tracking key HR data.

• Order and maintain supplies for the HR Department.

• Provide administrative support to the HR Director, assisting with the drafting of correspondence, scheduling meetings, or other duties as requested.

• Because of the highly confidential nature of matters handled by the Human Resources Department, including matters of internal employee or officer discipline and union relations, this position must exercise the utmost tact and discretion to keep confidential and safeguard the security of conversations, correspondence, and records and files..

• Other duties as assigned.



III. WORK ENVIRONMENT


This job operates in a professional environment working to establish Federation and Departmental goals. The incumbent will routinely use standard office equipment such as

computers, scanners, and phones. The employee will periodically be required to do some lifting and/or move items over 10 pounds.



IV. CONTROL OVER WORK


This is a professional salaried position that is exempt from the FLSA. Reports to the Director of Human Resources. Work requires thorough attention to detail, an eye on continuous process improvements and collaboration with the HR team, employees, and other departments.



V. QUALIFICATIONS


• Bachelor’s degree in Human Resources, Business Administration or a related field. Minimum of 3 years in a Human Resources role, or an equivalent combination of education and experience.

• Understanding of HR policies, procedures and employment laws.

• Proficient in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint). Experience working with Adobe Pro, preferred but not required. Experience working in Microsoft Teams, preferred but not required.

• Experience working with ADP Reporting, ADP Workforce Now and ADP Workforce Now Time & Attendance, strongly preferred but not required. 

• Experience working in a union environment, preferred but not required. 

• Must have the ability to use good judgement and make sound decisions.

• Must demonstrate a strong work ethic, be reliable and demonstrate a high level of integrity.

• Excellent interpersonal and customer service skills are required.

• Strong time management skills, with a proven ability to meet deadlines.

• Must demonstrate an ability to function well in a high-paced, high-volume environment.

• Willing to take initiative and work independently when needed, while having the ability to multi-task.
