Reporting Relationship:
The Program Coordinator reports to the Chief Operations Officer (“COO”). The Program
Coordinator is expected to engage with African American Planning Commission Inc.’s (AAPCI) leadership (Executive Team) and African American Planning Commission Inc.’s external advisors/consultants in connection with various aspects of the shelter programs within their portfolio.
Position Summary:
The Program Coordinator, with latitude for independent judgement, is responsible for managing a comprehensive program of social services aimed at homeless single adults and/or families, within AAPCI’s funded programs. The Program Coordinator has oversight of Program Directors and other support staff within their individual’s portfolio.
The Program Coordinator must have a thorough understanding of the homeless shelter system, working knowledge of the hotel shelter system, demonstrate shelter program management competency, and present experience in the administration and supervision of staff in a homeless shelter setting.
Principle Duties and Responsibilities:
- Ensure collaborative work with the respective Program Directors and their staff, client services and contract deliverables at their assigned locations.
- Together with Program Directors, train all program supervisors and manage staff at the assigned locations, and administer AAPCI policies and procedures, as needed.
- Work with all Program Directors to ensure that the assigned locations are always audit- ready by program funders, government agencies, and private organizations with oversight responsibilities.
- Work with Program Directors at assigned locations with the goal of monitoring incidents, tracking, reviewing, and addressing funder-identified Corrective Action Plans at all assigned locations.
- Assist Program Directors at assigned locations to meet their mandated number of weekly and/or monthly housing placement numbers.
- Assist Program Directors at assigned locations to develop relationships with private and public sector landlords, real estate brokers, housing developers, nonprofit housing developers, supportive housing operators, and government operated public housing agencies with the goal of furthering the purpose of the shelter program.
- Establish partnerships and linkages with community-based organizations, police departments, City Council offices, Community Boards, realtors, funders and other organizations, to further the goal of the shelter program.
- Prepare monthly and quarterly reports. Timely disseminate all tracking incidents and other required reporting documents.
- Develop a recommended in-house best practices, policies and procedural manual with the assistance of Program Directors.
- Create and develop employee curricula and trainings for employee development with assigned shelter program staff, Program Directors, in collaboration with AAPCI’s Human Resource Department.
- With respect to assigned locations, work closely with Program Directors and assigned Human Resources Generalist to ensure adequate staffing and the timely identification of and filling of staff vacancies.
- Perform various tasks in the absence of a Program Director, such as:
- Completing timely and/or time sensitive reports to be sent to funders
- Overseeing facilities and supervising staff, in the absence of a Program Director
- Overseeing staff time and attendance in the absence of a Program Director,
- Provide training, in the absence of a Program Director
- Conduct scheduled and unannounced site visits, as required, including random inspections and audits of programs at assigned locations.
- Be available on-call to resolve program emergencies, as needed.
- Perform other related duties as may be requested by the COO/CEO.
Qualifications
Education/Qualifications:
- An advanced degree in an appropriate social service field (Social Work, Mental Health Counseling, Psychology), or other acceptable field. A licensed individual (LMHC, LCSW, LMSW) is preferred but not mandatory.
- 5 years of successful senior leadership experience within the DHS shelter system, in which three years must have been in a supervisory capacity.
- Superior analytical, communication skills (written and verbal), and presentation skills.
Professional Experience:
- Clinical intervention experience with single adults and/or families and/or with disadvantaged populations.
- Experience working with high-risk single adults and/or families in the NYC homeless shelter system.
- Fluency with city and state government contract management. Ability to institute quality assurance and compliance measures.
- Knowledge of group dynamics, crisis management, and intervention.
- Ability to help recruit staff, manage staff, and team build.
- Must possess sound leadership skills and competencies.
- Experience working with active substance abusers, and/or with mentally ill adults, and/or with hard to place homeless individuals.
- Knowledge of housing programs and housing resources. Ability to advocate on client’s behalf.
- Knowledge of client entitlements is necessary.

Language Proficiency:
While not mandatory, language fluency in English and Spanish is preferred.
Nature and Scope:
AAPCI’s shelter sites will become a pathfinder and model program to demonstrate that, contrary to the welfare hotel experience, single adult men and women can receive quality services in a humane and cost-effective manner.

Compensation and Benefits
- Base salary range and benefits information for this position are being included in accordance with requirements of New York State and City pay transparency laws. Please note that salaries may vary for different individuals in the same role based on several factors, including but not limited to location of the role, individuals’ competencies, education/professional certifications, qualifications/experience and performance in the role.
- Compensation
The base salary compensation being offered for this role is between $115,000 to $120,000.
