Director of Information Technology
The Agency for Community Transit (ACT) is seeking a Director of Information Technology. This position is responsible for the overall planning, organizing, maintenance, and execution of all Information Technology functions of the Agency. This includes managing multiple IT projects and ensuring timely deployment of new equipment, technology, and systems. The IT Director will be a skilled Project Manager, capable of juggling multiple tasks, developing scopes of work, reviewing proposals, and meeting deadlines. The IT Director directs all IT operations to maintain the continuity of all systems, meet staff requirements, and provide the appropriate support to ensure that the Agency’s core mission is fulfilled. This position maintains existing applications and develops new technical solutions.

Essential Functions include but are not limited to:
- Supervises IT staff and is responsible for interviewing, selecting, training, motivating, assigning work, and disciplining IT staff as needed.
- Serves as Project Manager for the deployment of new IT equipment, SaaS products, systems, technology, etc.
- Ensures the continuity and maintainability of all existing IT systems including the network, connectivity to the internet, and all relevant products and equipment. Ensures the safety and security of Agency network and data. Conducts risk assessments.
- Analyzes complex business needs presented by staff and recommend solutions.
- Develops specifications for new IT equipment, software, and services.
- Participates in all IT procurements.
- Leads the installation, maintenance, and management of Access Control Systems and Video Surveillance Systems.
- Manages third-party vendor relationships.
- Oversees a team that provides IT support to all departments as needed.
- Oversees mobile device management, hardware inventory, incident response, transit automation and fare collection equipment.
- Stays current on IT trends, theories and practices as applicable to the Agency.
- Develops and oversees staff IT policies and procedures as needed.
- Attends work regularly.
Current Agency Technological Environment:
- Cisco switches for network.
- Microsoft SQL servers for in-house data.
- MS Domain Controllers w/ Active Directory and MS Office 365 for Exchange email.
- Many cloud-based 3rd party SaaS applications.
- County wide microwave WAN for remote site connectivity.
- On-board vehicle MDTs supported via cellular network. Integrated Genetec Access Control System is being designed
- Comprehensive multisite Video Surveillance System is in design
Qualifications/Requirements
BA/BS degree in Information Technology, Management Information Systems, related field.
- Eight (8) years of experience in information technology.
- At least three (3) years of successful project management experience.
- At least five (5) years of employee supervisory experience.
- Excellent written and oral communication and presentation skills.
- Possesses well-developed problem-solving skills and ability to develop conceptual alternatives. Possesses the ability to seek out new methods and principles and is willing to incorporate them into existing IT practices.
- Knowledge of CISCO network switches and IP Telephony systems.
- Able to successfully multi-task and juggle multiple projects at once.
- Experience with Microsoft Domain controllers, SQL servers for in-house data, and Office 365 for Exchange mail.
- Experience managing both third party vendors and third-party cloud applications.
- Possess the ability to act decisively under pressure, meet critical deadlines, establish priorities, and organize work schedules.
- Possess leadership ability and work cooperatively with staff and consultants at all levels.
Working Conditions and Physical Requirements
Normal working conditions for this position are typical of an office environment. The position requires a capacity to work outside standard office hours when needed to address critical deadlines and/or to attend evening and weekend meetings. Travel is minimal with some occasional out-of-town business.
The physical requirements of this position include sufficient hand, arm, and finger dexterity to operate computer keyboard or other office equipment; visual acuity to read words, numbers and graphic work; speaking and hearing ability sufficient to communicate in person and by phone.
