The Information Systems Manager for the Client requires a combination of technical skills, industry knowledge and strong leadership abilities.
Under direction of the Department's executive management, the ISM positions supervises, plans and coordinates the work of managing the department, personnel and related technical projects. Oversees professional information systems staff involved in developing, evaluating and implementing complex projects. Supervises varied management information projects, financial applications and specialized reporting applications. The objective is to support and maintain systems for the purpose of improving daily operations as well as to lead, coordinate and participate in organizational or management analysis and to perform related technical work as required by customers.
Primary Responsibilities and Essential Functions :
1. Supervises and coordinates the development and implementation of new systems, applications and programs; serve as liaison between the Information Systems Department staff and internal customers to develop and implement new systems / applications by providing input / output requirements, department standards, best practices etc. The ISM develops and revises existing programs for user applications; develops specifications for obtaining software and / or hardware requirements for departmental applications and possesses experience in the following areas
- Candidates have thorough knowledge of the Environmental Agency business practices, policies and workflows.
- Defines configuration requirements for different Program Area and / or functional business area.
- Responsible for technical strategies and activities.
- Oversees implementation of licensed programs.
- Extensive experience managing MS SQL Servers and Data Base Administration.
- Experience implementing and installing software applications such as Hedgehog DBA
- Support on-going Licensed Programs operations.
2. Develops systems analysis methods and conducts systems analysis appropriate to the department's specific needs. Analyzes workflow and / or organizational structure and recommends improvements to systems or structures to increase productivity or efficiency.
3. Defines the scope of information system problems and goals and identifies data collection processes and procedures.
4. Identifies potential solutions to information system problems and determines system feasibility, equipment requirements, personnel requirements, cost / benefits effectiveness, time requirements, and makes a recommendation on which solutions should be used.
5. Plans and coordinates system testing to assure that related systems meet user's needs and are fully compatible in terms of program / system implementation and maintenance.
6. Coordinates the training of department personnel in the use of computer software and hardware.
7. Meets with hardware and software vendors to evaluate new products and programs.
8. Supervises subordinate technical and professional staff involved in the development and implementation of computer or information systems.
9. Oversees and coordinates the information systems section / function of the department, including security of the system, troubleshooting any software or hardware malfunctions, and creating and maintaining system manuals; develops and maintains procedure manuals.
10. Directs and participates in long-term audits of computer systems and programs; analyzes results of these systems; identifies and implements changes to existing systems in order to bring them up to maximum efficiency.
11. Develops complex programs and applications for information systems.
