Overview

Coordinates and ensures effective supervision of a cluster of residences in the Community Living Services

  Program. Provides support for the Residential Services Program to ensure effective and efficient operations well as compliance with policies and regulations. Responsible for maintaining the quality of life for the individuals and ensures that the program adheres to NYS and OPWDD regulations, as well as COMPASS and CQL requirements.  Must be able to travel from site to site and participate in elements of the position that include review of compliance.  Must be available for weekend and overnight visits as assigned by the Director.

Responsibilities

Primary duties and responsibilities include but not limited to:

 

  • Supervises House Managers/Supervisors through frequent phone contact, scheduled meetings, and visits to homes at least bi-weekly to ensure the overall effectiveness of each residence…. Conducts compliance reviews and works to resolve systemic findings including oversight of plans of corrective action development and submission. 
  • Reviews program files as the QDIP, monthly for each resident by reviewing staff action plans, progress notes, assessments, fire drill reports, clinical reports, annual reviews, etc. to ensure all documentation is within compliance with OPWDD regulations. Verify that all needed residential habilitation billing documentation is present and accurate prior to submission of such documents to accounting.
  • Confers with clinical and nursing staff (Behavioral Specialists, Day Program, OT, PT, SLP, Nutritionist, CSW) through scheduled meetings and frequent phone contact to disseminate and receive resident specific information relating to the delivery of clinical and medical services. Serves as a member of the Interdisciplinary Team by participating in quarterly/annual team meetings to review the progress and current level of functioning of each resident 
  • In conjunction with House Managers and Recruitment Department hires new employees and ensures that all personnel documentation is completed to ensure that each residence is adequately staffed with qualified candidates
  • Manages the financial records to ensure accuracy of reports/transactions for each resident. This includes but is not limited to reviewing and signing ledgers on a monthly basis
  • Serves as a member of the Incident Review Committee by participating in scheduled meetings to offer suggestions and recommendations that will prevent future incidents. Confer with the Quality Assurance Coordinator to discuss changes in regulations and problems involving families or issues identified during COMPASS visits; participate in OPWDD activities when necessary.
  • Meets with family members or legal guardians of each resident at least quarterly through scheduled meetings to discuss any and all issues relating to the operations of the residence.
  • Fiscal management: oversee the staffing pattern and overtime expenses for each residence to ensure adherence to operational budget (including but not limited to: vacancy/overtime management, food budget, etc.). Review payroll information to ensure accuracy and corrections as needed. Ensure daily billing and bussing is completed to avoid loss of revenue.
  • Manages ongoing communications to ensure collaboration between the CLS Program and designed Day Programs (DTP, Vocational Centers) through scheduled meetings and frequent phone contact to ensure the integration of services.
  • Manages ongoing communications to ensure collaboration exists within assigned clusters of residences by scheduling cluster review meetings, frequent phone contact, and documentation to exchange information.
  • Maintain on-call availability and respond to emergencies or crises occurring in the residences during both business and non-business hours, including weekends. Serve as a liaison between CLS and other departments to resolve issues that arise with other departments.
  • Conduct periodic physical plant inspections at each facility to ensure the home is maintained in a clean and safe manner. Meet with the staff to discuss the operation and condition of the residence Ensures that work-related safety procedures are in place and are being adhered to by staff. Observance of an unsafe act or a potentially hazardous work environment must be immediately reported to supervisor and/or safety committee.
  • Participate in the development and maintenance of agency policies governing the Community Living Services Program. Ensures compliance with agency policy.
  • Performs other job duties as requested by supervisor.

 

This position requires regular and substantial unsupervised or unrestricted physical contact with people receiving services and, therefore, is subject to successful completion of fingerprint/criminal background check.

 

 

Qualifications

  • BA or B.S. in Human Services or related field.
  • Qualified NYS Driver’s License
  • Minimum 5 years’ experience supporting people with intellectual and other developmental disabilities. 
  • Prior supervisory experience required. 
  • Extensive experience in program operations and/or compliance may be considered in lieu of degree; however, a degree must be obtained within a timeframe as designated by the director.
  • A minimum of three (3) years’ experience in a position responsible for the oversight of day-to-day residential operations, and three (3) years’ experience with supervision of a program required.
  • Ability to master all Microsoft Suite applications and internal web applications (example: UKG, Medisked, Ulti-pro, etc.).
