Director of Facilities Management and Emergency Management
Aiken Regional Medical Centers, located in Aiken, South Carolina, is a 273-bed acute care facility providing quality healthcare to the residents of Aiken and surrounding communities. Aiken Regional Medical Centers has been ranked a top hospital in South Carolina by the Carolina Center for Medical Excellence for its treatment of heart attack, heart failure and pneumonia. Services provided at the hospital include emergency medical care, orthopedic surgeries, maternity, and behavioral health services.
Position Description :
Plans, organizes, directs, coordinates and controls the operations of the Engineering and Grounds departments, as well as coordinates activities associated with Emergency Preparedness and completes all duties and functions of the hospital Safety Officer. Maintains compliance with applicable regulatory agency requirements, including : The Joint Commission (TJC), Centers for Medicare and Medicaid Services (CMS), Environmental Protection Agency (EPA), State and Local agencies, The Occupational Safety and Health Administration (OSHA), etc. Manages staff and contractors to adequately ensure and maintain the efficient and safe operation of all hospital buildings. Plans, predicts, maintains and repairs building and equipment. Utilizes energy management and tracking tools in order to maintain efficient utility operations. Develops and manages department operating budgets.
Maintains knowledge and expertise in emergency management programs and policies; assists in the planning and implementation of emergency preparedness drills and exercises with hospital, city, county, regional, and state representatives; maintains and updates resource materials associated with Emergency Response Plans ensuring that they adhere to any local, state, and federal regulations; assists in facilitating the activities of the Emergency Preparedness Subcommittee; supports the implementation & on-going education of The Joint Commission Emergency Management Standards, National Incident Management System (NIMS), National Response Plan (NR) and the Hospital Incident Command System (HICS).
Job Duties / Responsibilities :
- Develops, maintains, and reviews all departmental and regulatory policies and procedures and all regulatory Plant Operations manuals.Can perform preventive maintenance (PM) or operational verification procedure (OVP) on 35% of the device types in inventory.
- Updates the Statement of Conditions with current information and keeps all life safety plans accurate. Changes to the building are reflected in updated plans.
- Keeps all required permits, licenses, and certificates of operation up to date at all times.
- Maintains an acceptable preventive maintenance program with acceptable completion rates greater than 90%. Equipment appears well maintained during corporate inspections. Unplanned equipment breakdowns or major issues are infrequent.
- Develops department training program to meet the needs of OSHA, general safety, and job specific duties.
- Propose modifications of emergency response procedures based on regulatory changes or knowledge gained from outcomes of previous emergency situations or drills.
- Participate in the development and implementation of training opportunities for chemical & radiological protection, detection, and decontamination.
- Maintain up-to-date emergency management plans that include The Joint Commission and SC DHEC requirements.
- Performs other duties as assigned.
