The primary purpose of this position is to ensure Treaty Compliance is accomplished in accordance with applicable regulatory statures. Serves as Chief, Arms Control Branch for planning, programing and managing organizational compliance with International treaty law for all ACC Western area of operations. Responsibilities Directs and manages all inspector activities during international treaty inspections. Oversees all matters relating to treaty compliance, including inspections, exhibitions, monitoring, security, training and eliminations are accomplished in accordance with applicable treaties, Department of Defense, Department of State, Department of Justice, United States Air Force, and local directives. Provides expert technical assistance, guidance and policy on treaty and arms control agreement compliance procedures. Serves as treaty advisor to the wing commanders, group commanders, and all agencies located in the ACC Area of Responsibility for the Western United States. Develop and coordinate compliance guidance for ACC Western Region for subordinate wings and units. Review and coordinate on higher headquarters Directives and Instructions. Represents Air Force Strategic Arms Reduction interests with a variety of functional area organization and Government contract personnel : Under guidance from ACC establishes, develops, and maintains effective working relationships with the Department of State Nuclear Risk Reduction Center, the Joint Staff, Defense Threat Reduction Agency (DTRA), HQ AFGSC, HQ AFMC, HQ AFSPC, HQ PACAF and government contract personnel, as well as other offices / personnel involved in or impacted by strategic arms control programs. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE : Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes applying analytical and evaluative methods including a wide range of qualitative and quantitative techniques to manage arms control treaty programs; negotiating with foreign officials and conduct discussions with US Government agencies; doctrine, policy and programmatic in support of arms control operations, applying specific host country regulations, policy and law as it applies to the implementation of treaties. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS : Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE : Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) : Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and / or competencies in the following areas : Mastery of a wide range of qualitative and quantitative methods for the assessment and improvement of relationships involving command, center, installation, and community partnership and strategic basing / planning efforts. Knowledge and skill to provide staff advisory, planning, and review services and make recommendations on specific problems concerning DMAFB, missions and professional stature to support and defend, as well as influence decisions. Knowledge of U.S. Government arms control goals, objectives and programs in support of NST, CWC and BWC. Mastery of Air Force, command program goals and objectives to ensure the sequence and timing of key events and milestones, and methods of evaluating the effectiveness of partnership and strategic planning actions related to support of base operations, and other wide ranging functional mission categories to include, research and development, education and training, medical, et al. Comprehensive, in-depth knowledge of current international agreements and strategic arms reduction treaties affecting Air Force operations, and governing U.S. Government, DoD and Air Force policies and procedures facilitating compliance. Expert skill in designing and conducting comprehensive studies; and preparing solutions to especially broad, important, and highly visible and installation strategic efforts. Knowledge of the New START Treaty to assure guidance, recommendations and actions meet requirements of this agreement and activities are in full compliance. Mastery to communicate effectively, both orally and in writing, providing briefings to both senior Air Force and installation leadership, as well as potentially, state and Foreign leaders. Ability to effectively communicate with officials at various levels of, state, federal, and Foreign governments, Ability to communicate across social or cultural boundaries, this includes the ability to effectively explain technical material to an audience having diverse backgrounds and expertise. Expert ability to plan, organize, develop and lead studies and projects, make recommendations on substantive operating programs, analyze feedback, negotiate with others to create solutions, coordinate with affected leadership, and implement approved recommendations. Experience in development, implementation, analysis and evaluation of arms control notification processes, plans, studies and analyses to determine effectiveness and immediate, short and long-term impacts. PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
