Responsibilities SUMMARY : GS-07 : The primary purpose of this position is to serve as a Human Resources Specialist (Employee Relations) in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques. This is a developmental position. All training must be completed and regulatory requirements met prior to promotion. GS-09 : The primary purpose of this position is to perform a wide range of Human Resources (HR) duties in employee relations performance management, labor relations, and advisory services for a variety of positions in assigned organization(S) utilizing a range of common methods, principles, and practices. DUTIES : GS-07 : Performs developmental assignments Performs recurring assignments Participates in special initiatives, studies, and projects Prepares written correspondence and other documentation GS-09 Provides consultation, guidance, and assistance to management and employees on employee relations subjects Provides consultation and assistance on conduct-related issues Carries out special projects and participates in special initiatives and studies Prepares written correspondence and other documentation Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series. (GS-07) SPECIALIZED EXPERIENCE : Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems, which has equipped you with the knowledge of basic principles, concepts, and practices of Employee Relations. Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform entry-level assignments in Employee Relations. OR EDUCATION : Successful completion of 1 full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or Superior Academic Achievement. NOTE : You must submit a copy of your transcripts with your application. OR COMBINATION OF EXPERIENCE AND EDUCATION : Successful completion of some graduated-level education which demonstrates the knowledge, skills, and abilities necessary to do the work of the position and specialized experience as described above. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) : Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and / or competencies in the following areas : Knowledge of basic principles, concepts, and practices of Employee Relations. Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform entry-level assignments in Employee Relations. Skill in communicating factual and procedural information clearly, orally and in writing. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Ability to plan and organize work, and consult effectively with co-workers. (GS-09) SPECIALIZED EXPERIENCE : Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of such experience includes knowledge of the fundamental HR principles, practices, and techniques related to personnel management to include knowledge of the fundamental HR principles, practices, and techniques related to personnel management to include employee relations, recruitment and placement, performance management, and labor relations; standardized research techniques; and analytical and problem-solving methods required to advise on and resolve moderately complex, non-controversial, well-precedented factual, procedural, and / or recurring issues; make informed judgments on problems and issues; and perform advisory services for problems of limited scope. Knowledge of basic research, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution for resolving common problems from a number of possible alternatives. Knowledge of the analytical techniques involved in moderately complex, non-controversial, well-precedented, factual, procedural, or recurring situations / problems / cases and making clear explanations of the facts. OR EDUCATION : Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION : Successful completion of at least one year of progressively higher level graduate education and specialized experience as described above. NOTE : You must submit a copy of your transcripts with your application. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) : Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and / or competencies in the following areas : Knowledge of the fundamental HR laws, principles, systems, policies, methods, and practices to include employee relations, performance management, and labor relations; analytical and problem-solving methods required to advise on and resolve well-precedented factual, procedural, and / or recurring issues; make informed judgments on problems and issues; and perform advisory services. Knowledge of research, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Ability to select the appropriate basic legal and regulatory provisions applicable to each situation and locate appropriate and applicable precedents and legal documentation. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management. Ability to identify and analyze numerous facts and allegations to determine accuracy and applicability to cases. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS : Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE : Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education IF USING EDUCATION TO QUALIFY : If position has a positive degree requirement or education forms the basis for qualifications, you MUST submit transcripts with the application. Official transcripts are not required at the time of application; however, if position has a positive degree requirement, qualifying based on education alone or in combination with experience, transcripts must be verified prior to appointment. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
