Writes, revises, arranges, blends and integrates background materials and training references and other resources for conversion into ICW, to produce Air Force Job Qualification Standards / Air Force Qualification Training Packages (AFJQS / AFQTPs), qualification / continuation on-the-job training (OJT) materials for Air Force-wide publication. Consults with ICW designers and assembles ICW products. Consults with ICW designers and subject matter experts (SME) on issues related to content and presentation of materials. Reviews and revises qualification / continuation training material prepared by others. Reviews and verifies the information gathered by research in consultation with subject-matter experts. Accomplished special projects. Routinely develops and implements projects designed to establish improved procedures and baselines for the qualification training process with minimal guidance, accurately and in a timely manner. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, for series GS-1712. SPECIALIZED EXPERIENCE : Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes includes practical knowledge of a wide range of conventional concepts, principles, and practices associated with training program management sufficient to independently develop, conduct, and evaluate difficult, but well-precedented formal and informal training programs. Knowledge of the methods, principles, practices, and programs related to curriculum development, instructional techniques, training resources, and test and measurement. Knowledge of DoD, and major command directives, concepts, procedures, guidance, and policy as they relate to the area of responsibility, as well as knowledge of the installation / command mission and organization. Knowledge of standard analytical and evaluative techniques to analyze training requirements, plan for and develop training materials, evaluate training effectiveness, and solve problems relating to training and readiness issues. Knowledge of various office automation software programs, tools, and techniques to support training operations and produce a variety of interactive courseware such as video, audio, and photographs. Knowledge of grammar, writing, editing practices and style requirements. OR EDUCATION : Successfully completed a master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B or J.D. with a major study in education or a subject area related to the position to be filled. NOTE : You must submit copies of your official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION : Successfully completed a masters or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B or J.D. with a major study in education or a subject area related to the position to be filled. NOTE : You must submit copies of your official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS : Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE : Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) : Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and / or competencies in the following areas : 1. Knowledge of service-based programs and objectives, processes involved in military and civilian training programs, and / or processes relating to training programs in parallel business and industry organizations. 2. Knowledge of the methods, principles, practices, and programs related to curriculum development, instructional techniques, and training resources, as well as the principles, techniques, and objectives of test and measurement. 3. Knowledge of grammar, writing, editing practices and style requirements. 4. Skill in developing, analyzing, selecting, and presenting interactive course material and apply basic data gathering methods, such as interviewing techniques and gathering factual information. 5. Ability to communicate effectively, both orally and in writing, and to work harmoniously with all levels of personnel within the component. 6. Ability to gather, examine, evaluate, develop and analyze a variety of data to accomplish projects. PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education IF USING EDUCATION TO QUALIFY : If position has a positive degree requirement or education forms the basis for qualifications, you MUST submit transcripts with the application. Official transcripts are not required at the time of application; however, if position has a positive degree requirement, qualifying based on education alone or in combination with experience, transcripts must be verified prior to appointment. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
