The primary purpose of this position is to provide developmental experience designed to broaden the skills and / or enhance the leadership perspective of an identified high-potential, mid-level manager / executive; it is not a continuing position and assignment duration is limited to 36 months.

Duties
DUTY 1 :
Performs career broadening assignments providing strategic and nonprofessional technical guidance as well as consultative advisory services throughout for assigned, multiple MAJCOMs and to other specialists in AFSVC on the effective use of Services programs to support goals and objectives and produce results that accomplish missions for the agency and assigned commands. Advice is provided in a wide range of Services functional areas such as Airman and Family Readiness, Child Development, Family Child Care, Youth Programs, Food Operations, Fitness and Sport, Lodging, the Golf Course, Outdoor Recreation, Arts and Crafts, the Bowling Center, the Community Center, and the Aero Clubs as well as Finance and Accounting.
DUTY 2 :
Performs career broadening assignments conducting and / or leading studies to improve Services programs and / or influence policy changes for assigned multiple MAJCOMs that typically involve long-range, highly complex, and often politically sensitive topics. Prepares or participates in preparation of MAJCOM instructions, manuals, and other materials designed to improve effectiveness of operations. Designs comprehensive studies characterized by boundaries that are extremely broad and difficult to determine in advance. Defines problems and identifies relationships. Develops detailed plans, goals, and objectives that align with DoD, AF, and MAJCOMs strategic plans, goals, and objectives. Determines the kind of information needed and secures or develops data. Establishes milestones, goals, and objectives to include ensuring key players will move toward project accomplishment. Develops, interprets, and analyzes data extracts and reports from automated Services databases.
DUTY 3 :
Carries out special projects and assignments designed specifically to meet the broadening intent of the position. Reviews wing / installation level FSS operations to assure compliance with DoD and AF directives and meet legal and regulatory compliance requirements. Reviews policies, practices, and procedures to evaluate effectiveness and ensure consistency in their application across MAJCOM wings / installations and organizations; recommends modifications when needed. Reviews methods of administration and safekeeping of fund assets and property within each activity. Monitors installation level capital expenditure and AF Small Projects, and reviews financial documents for accuracy, conformance to policy, and sound business principles. Reviews and analyzes community program financial statements to determine operating trends. Applies key aspects of DoD and AF program evaluation and administration of compliance programs.
DUTY 4 :
Reviews actions of NAF Councils approving expenditures for entertainment, equipment, and furnishings to ensure efficient use of funds; reviews construction and renovation project plans submitted for APF and / or NAF funding. Provides advice and guidance on future purchases of furniture, fixtures, and equipment. Reviews construction plans or layouts to ensure adequate functional spaces to include storage, equipment capabilities sufficient to serve programmed purpose, functional placement of equipment and furnishings, and traffic flow and justification. Reviews applications for financial loans or grants. Based on the analysis of financial condition and the ability to repay, determines recommendations to be made to the Council regarding action. Outlines objectives, approaches, and analytical methods to be used in program studies conducted personally or by members of the staff Prepares annual APF and NAF budget recommendations for AFSVA central funding as well as AFSVA and installation staff training and development.
DUTY 5 :
Prepares and delivers written reports and oral presentations, e.g., briefings, training sessions, consultations, orientations, and discussions with assigned MAJCOMs' leadership, supervisors, customers, and co-workers; may conduct or leads conferences. Communicates with the FSSs at installation level on full range of Services programs, providing customers with accurate and timely information. Writes various types of guidance for wing / installation-level specialists on ways to deal with / respond to various issues or controversial problems. Develops a variety of correspondence and documentation (e.g., formal letters, reports, staff studies, responses to Congressional inquiries, staff summary packages, briefings, charts, and bullet background papers). Attends conferences with representatives of management or other Services staff to secure cooperation, resolve controversial matters, and convey information relative to proposed changes for the improvement of community programs.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule and Administrative and Management Positions.
SPECIALIZED EXPERIENCE : Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS : Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
