The primary purpose of this position is to plan, organize, and direct the activities of an enterprise special cybersecurity program, protecting against threats of unauthorized disclosure and/or compromise of information or material considered vital to the diverse organizational mission, national defense or national security. Makes major recommendations comparable to authorizing significant internal and external program and policy issues affecting the overall organization. Provides authoritative guidance on all aspects concerning cybersecurity programs for the protection of classified national security information, to include collateral information, Sensitive Compartmented Information (SCI), Special Access Program (SAP) information, and lesser-classified SAP/SCI support systems. Oversees the management and operations of cybersecurity requirements within assigned Special Access Program Facilities (SAPFs), Sensitive Compartmented Information Facilities (SCIFs) and classified open storage facilities. Continually assesses policy needs and interprets broad DoD, AF, and other higher headquarters guidance and applies it through development of policies for the organization's mission accomplishment. Advises/guides project engineers, project managers and mission leads with cybersecurity program protection requirements. Researches, interprets, analyzes and applies cybersecurity guidelines, programs, methods and procedures. Provides organizational senior leadership with cybersecurity management solutions for short- and long-term organization business, financial, manpower, and operational planning, and manages cost, schedule and performance of cybersecurity activities Qualifications: - U.S. Citizenship - Obtain & maintain Security clearance - This may be a designated Drug Testing Position (if applicable) - Must be able to pass a pre-employment physical (if applicable) Recruitment Knowledge Skills and Abilities: - Expert knowledge of Special Access Program (SAP) and Sensitive Compartmented Information (SCI) cybersecurity principles and practices to plan and implement cybersecurity programs in these areas. Ability to provide technical leadership and project/program oversight over highly complex cybersecurity and information systems operations and management activities. - Expert knowledge of Risk Management Framework strategies and overall cybersecurity concepts, principles, and practices in the areas of information system categorization, security control development and implementation, assessment, and continuous monitoring. An understanding of cybersecurity roles and responsibilities and ability to leverage proper skill sets in the execution of cybersecurity programs. Skill in developing new theories, concepts, principles, standards, and methods in the specialty areas. - Expert skill in conducting substantial coordination among a variety of organizations and high-level managers to identify and integrate internal and external program issues affecting the organization or agency, such as integrating information technology programs with other programs of equivalent scope and complexity as well as those involving other technical, financial, organizational, and administrative factors. Ability to navigate interrelationships to coordinate the objectives and plans of two or more specialized programs to support and promote information sharing and strategies, across and within organizational boundaries. - Knowledge of personnel management, financial management, labor management, safety, and security regulations, practices, and procedures. Skill in planning, organizing, and directing the functions (as well as mentoring, motivating, and appraising the staff) of an organization. Ability to identify and defend requirements, integrate activities, and lead teams to meet cybersecurity and information system mission requirements throughout the organization and in inter-agency environments. Ability to analyze, plan, and adjust work operations of organizational segments to meet program requirements, goals, and objectives within available resources. - Skill in the use of analytical principles, practices and techniques to review, evaluate, and apply several alternatives according to cybersecurity requirements for highly specific situations, availability of materials, relationships with other protective programs, and cost/benefit considerations. Ability to advise other IT experts throughout the agency or in other agencies on a variety of situations and issues that involve applying or adapting new theories, concepts, principles, standards, methods, or practices, that are developed by the employee or result from the employee's leadership. - Skill and ability to speak and write effectively, to address highly complex technical and controversial issues (frequently in terms understandable to non-technical personnel), serve as senior consultant to agency management officials, prepare and give briefings, chair meetings, lead task forces, and prepare reports and statements for senior military (General Officer/SES), government, and private sector management officials. - Ability to establish effective professional working relationships with coworkers, customers, counterpart agencies and organizations, contributing to a cooperative working environment and successful accomplishment of the mission.
