The Air Force Civilian Service (AFCS) is looking for a Full-Time Supervisory Information Technology (IT) Specialist (SYSADMIN/INFOSEC) (GS-2210-15) to work as the Division Chief, Security, Infrastructure, & Operations Division at Headquarters Air Force (HAF), Directorate of Manpower, Personnel, and Services (A1), Digital Transformation Activity (DTA), Joint Base (JB) San Antonio – Randolph, Universal City, Texas.
Salary range: $148,633 – 193,222 based on experience.
This position has the authority to set Advance In-Hire Rates for Cyber Workforce Positions.
Recruitment Incentive May Be Authorized Based On Qualifications.

The Division Chief plans, organizes, and oversees the activities of the Security, Infrastructure, & Operations Division. Develops goals and objectives that integrate organization and information technology (IT) objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. Represents Digital Transformation Activity (DTA) with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with Headquarters, Air Force, Headquarters Air Force, Directorate of Manpower, Personnel, and Services (HAF/A1), Air Staff, Air Force Personnel Center (AFPC), and other Secretariat-level entities. Serves as the Operations Manager on all technical matters relating to agile operations with a technical partner. Principal expert for DTA on operations mission management for agile operations. Leads proactive, compliant and effective cyberspace operations leveraging Human Resources Management (HRM) IT systems and capabilities embedded with a technical partner. Provides leadership and direction of cyber awareness analysis.

Qualifications/Requirements
- Must be a U.S. Citizen
- Must be able to obtain and maintain a Secret clearance.
- Mastery knowledge of government and agency information operations and cybersecurity policies and standards applicable to Air Force and command unique networks. Comprehensive knowledge of regulations and policies governing cybersecurity and the Risk Management Framework processes.
- Knowledge of personnel and broader Department of Defense (DoD) IT management information systems, database, and applications software technology to isolate causes of problems between hardware, system, and applications software programs and to measure system performance and/or extend operating system capabilities to support organizational business processes and operations.
- Knowledge of Federal, DoD, Air Force, and Space Force database laws, regulations, policies, issues, trends, and organizations.
- Knowledge of safety and security regulations, practices, and procedures.
- Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
- Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
- Cyberspace Qualification is a condition of employment. This position includes Cyberspace work as a paramount duty requirement. Per Department of Defense Manual (DoDM) 8140.03, para 4.2.a.(2)., requires foundational qualification requirements within 9 months of assignment to a cyberspace work role and resident qualification requirements within 12 months of assignment to a cyberspace work role. A waiver of these requirements may be granted per DoDM 8140.03. Failure to achieve and maintain the proper Cyberspace Qualification may result in removal from this position. You will be evaluated for this job based on how well you meet the qualifications above.
