The Air Force Civilian Service (AFCS) is looking for Full-Time Engineering Technician Service Contract (NJ-0802-03) to work at Air Force Materiel Command (AFMC) in the 78 Air Base Wing at Robins AFB in Warner Robins, Georgia. REQUIREMENTS: To serve as a Contracting Officer Representative (COR) with on-location monitoring of multiple service contracts. Develops Performance Work Statements (PWS) and Performance Assessment Plans, guides & inspection checklists to perform surveillance for a variety of contracts. Monitors service contracts and is responsible for contractor performance, accepting and rejecting contractor services, and invoices in Wide Area Workflow. Notifies the Infrastructure Support Contracting Office (ISCO), Contractor Quality Assurance Program Coordinator (CQAPC), contracting officer and the functional commander of both unacceptable and exemplary performance. Serves as both primary and alternate Contracting Officer Representative (COR) for multiple service contracts. Acts as the Subject Matter Expert pertaining to service contracts. Performs surveillance inspections in accordance with the Quality Assurance Surveillance Plan (QASP). Accomplishes periodic contract services quality assurance inspections in accordance with QASP and contract specific performance plan. Prepares detailed contract surveillance inspection reports. Maintains a portfolio of requisite con-tract surveillance folders to the level of resolution, fidelity, and quality specified in the QASP. Accomplishes all training identified in the ISCO QAP training plan. Initially accomplish requisite Phase I and Phase II contract surveillance specific training in order to effectively and efficiently conduct QAP du-ties. Prepares monthly Performance Assessment Reports (PAR) documenting contractor’s performance in compliance with the QASP. Performs Wide Area Work Flow (WAWF) functions to validate contractor invoices. Conducts studies and economic analyses to determine the feasibility of modification versus new contracts. Determines if funding and/or scheduling conflicts exist. Serves as advisor in the development of service contracts with the assistance of the Service Contracts Program Manager (SCPM). Validates and analyzes service contract requirements for establishing the Performance Work Statement (PWS); prioritizes and determines the type of service contract based on size, complexity, and total estimated cost. Research potential sources and adapts analytical techniques and evaluation criteria to the measurement and improvement of service contact evaluation program effectiveness and/or organizational productivity. Serves as acting SCPM during his/her absence. Fully responsible for data entry/collection/analysis, and reporting of both quantitative and qualitative performance data collected via surveillance and evaluation. Maintain a chronological log of actions taken in the performance of QAP duties. Provides a brief synopsis of contract inspection activities, meetings, and con-versations with the PCO/ACO regarding contract Statements of Work (SOW) or Performance Work Statement (PWS). Documentation that supports activity log entries should be maintained in the records section of the Performance Assessment Folder. Applies new methods to solve complex, intricate, and/or unprecedented issues. Keeps abreast of emerging technologies to ensure programming will not prematurely become obsolete. Develops Performance Work Statements (PWS) and Statements of Work for annual renewals and for new service contracts, to include "one-time" requirements which exceed the Simplified Acquisition Threshold (SAT) of $250,000. In accordance with Air Force Common Output Level Standard (AFCOLS), ensures service contracts provide the applicable level of service as specified by the Air Force Installation Support Standards. Processes Requirements Approval Document (RAD) for funding through all applicable approval levels. Conducts Market Research to justify sufficient acquisition/small business strategy of the requirement. Conducts periodic reviews of the performance plan to ensure it is updated to reflect program changes and adjusted to ensure the contractor's performance remains focused on meeting PWS requirements and ensuring mission success. Extracts data, prepares and presents status of contracts to management and clients. Participates in Source Selection, Pre-award, Sole Source Bid Validation, and Post-award Processes. Uses effective communication skills and builds good working relationships. Leads/conducts Multi-Functional Team meetings; participates in contract conferences, Art of the Possible events, and other applicable or related assigned duties. Complies with safety and security regulations to ensure a safe and effective working environment. Ensures financial soundness for areas of responsibility (if applicable) and immediately reports any discovered discrepancies to the supervisor. Meets all training requirements levied by management both initial and recurring. Performs duties to meet wing goals and ensures adherence to good housekeeping requirements. Complies with Accounting Policies and Procedures for time and attendance reporting and maintenance. Assigned known or unknown special projects based on recurring or non-recurring basis. Knowledge, Skills, and Abilities (KSAs): 1. General and practical knowledge of engineering concepts, methods, principles, practices, and techniques; familiarity with engineering disciplines (mechanical, electrical, structural, utilities, etc). 2. Knowledge of program planning and budgeting cycles, financial control, and budget systems; work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds; automated data processing system capabilities and economic usage to effectively accomplish assigned functions. 3. Knowledge of standard contracting regulations, practices, and procedures. 4. Knowledge of analytical and diagnostic methods, procedures, and principles and surveying methods, equipment, and techniques of measurements to identify project requirements. 5. Ability to plan and record site/facility surveys and inspections. 6. Ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions. Other significant facts pertaining to this position are: 1. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. 2. Must be able to obtain and maintain an appropriate security clearance. 3. The employee may be required to serve on base technical committees or serve as division focal point on specific technical matters. 4. May act as project liaison with other design agencies as required. 5. The employee may be required to work overtime, including emergencies. 6. The work may require the employee to drive a motor vehicle. Must possess an appropriate and valid driver’s license.
