The United States Space Force (USSF) at Schriever Space Force Base is searching for a Human Resource Capital Specialist for the 2 NAV (NH-0301-02, GS-5-11 Equivalent). Description: Serve as a personnel liaison and provide human capital support at the unit level, administering management advisory services in a wide range of workforce and human resources areas supporting unit leadership throughout 2 NAV including civilian and military personnel actions, and manpower requests as required. Develops appropriate processes for programs and advises leadership on significant workforce issues while providing solutions for program improvement. Conducts policy reviews to evaluate the effectiveness of current policies and practices and recommends proposals for improvements. Ability to plan and organize management programs and functions of an organization and meet deadlines. Ability to plan and execute complex, multifaceted projects. Knowledge of the organizational and functional responsibilities and operations of the employing organization. Knowledge of various office automation software programs, tools, and techniques to support operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. Skill in fact-finding, problem analysis, problem resolutions, and development of concrete action plans to solve problems. Key Skills and Abilities: 1. Employee must be able to obtain and maintain a Secret clearance. 3. Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; must obtain and maintain the appropriate security clearance for the position. 4. Resumes are to be limited to no more than 5 pages. Position will be closed after 5 business days or after 75 applications are received. 5. Subject to TDY 15 days a year. 6. May be required to travel by military or commercial aircraft within CONUS or to downrange sites in the performance of Temporary Duty Assignments (TDY). 7. This position is on-site and eligible for situational telework, 2-4 days per pay period. Employee must reside within commuting distance of worksite. Schedule and percentage will be determined by leadership, employee, and the situation. 8. PCS/Relocation is not available.
