The primary purpose of this position is to serve as a Team Lead Human Resources Liaison (HRL) and senior subject matter expert responsible for leading a team comprised of four or more HRLs. Performs official team leader duties utilizing a variety of coordinating, coaching, facilitating, consensus building, and planning techniques. Responsible for providing strategic planning recommendations to improve mission effectiveness, resource efficiency and resource savings in addition to training team members and monitoring tasks to meet timelines established by leadership. Oversees and executes team projects, assignments and studies encompassing all facets of organizational manpower and personnel requirements, to include but not limited to attrition trends, turnover, vacancies, recruitment, position requirement accuracy, establishment and revision of position descriptions, alignment of positions, functions, and work processes. Human Resource (HR) Management within the Human Capital Division serves as the single focal point on all matters related to personnel support services across the Directorate. Centrally manages execution of human resource functions, personnel programs, and talent acquisition in accordance with all applicable Air Force Instructions (AFIs) and associated guidelines developed by the Directorate of Personnel (DP), Civilian Personnel Section (CPS), and the Air Force Personnel Center (AFPC). Executes human resource programs in support of group and staff offices to ensure mission success by identifying proper skill requirements, evaluating appropriate movement/alignment of personnel and positions, and developing/managing required core documents. Conducts gap analysis and works with DP, CPS, and AFPC on executing HR mission goals and objectives. Provides executive-level Directorate specific advice and recommendations on manning/skills/cross-functional alignment to address workload changes and mission requirements. Oversees execution and management of the Directorate unit manpower document. Qualifications: - U.S. Citizenship - Obtain & maintain Security clearance - This may be a designated Drug Testing Position - Must be able to pass a pre-employment physical (if applicable) Recruitment Knowledge, Skills, and Abilities: 1. Ability to plan, organize, lead functions, mentor and motivate the staff of an organization. 2. Extensive knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing. 3. Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance. 4. Extensive knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition., supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas. 5. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution. 6. Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required. 7.
