The primary purpose of this position is to is responsible for providing compliance oversight, customer feedback to achieve technical compliance in their products and services. Provides leadership with an unbiased assessment of assigned weapon systems and maintenance programs to support the War Fighter's needs Responsibilities Performs technical and administrative lead duties on a regular and recurring basis for 25% or more of the time by identifying, distributing, assigning and balancing workload and tasks amongst employees by skill level, proficiency and / or occupational specialization, making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of work assignments. Consistently exercises independent judgment in directing and assigning work amongst employees by using determinative factors such as team members' expertise, experience, competence, workload availability, work priorities and team member functional development Prepares reports and maintains records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation and communication of work-related information to the supervisor. Plans and carries out formal investigation of reportable and on-reportable mishaps involving personal injury accidents, property damage and cases of occupational illness covering a wide range of work operations. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Quality Assurance Series 1910. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT : Experience General Experience (for GS-5 positions) : Experience in fields such as quality control, quality inspection, contracting and purchasing, supply and storage, industrial or production planning, research and engineering, maintenance, and test and evaluation that provided (1) familiarity with quality assurance or related work, (2) pertinent product or process knowledge and skill, (3) ability to interpret and apply contract requirements and engineering specifications, and (4) skill in dealing with others in person-to-person work relationships. Specialized Experience (for positions above GS-5) : Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include : Reviewing production activities and capabilities in light of contract quality requirements. Reviewing written quality or inspection procedures for adequacy and evaluating the implementation and effectiveness of quality / inspection systems, including sampling plans. Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality / inspection system. Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance. Identifying inadequacies and requesting corrective action. Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods. Investigating customer complaints and deficiency reports and providing identification of causes to appropriate authorities. Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals. Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections. SPECIALIZED EXPERIENCE : Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-2, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is as follows : Utilizes appropriate problem-solving methods and techniques and provides advice on work methods, practices, and procedures. Research and Analyze workload and / or assignments in order to set new goals and improve work strategies. Maintains records and data to create written and oral briefings. Ability to communicate with team to identify collaborative barriers and recommend strategies to improve teamwork. NOTE : Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) : Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and / or competencies in the following areas : 1. Knowledge of established safety and occupational health principles, practices, procedures, laws, regulations and current legislative issues as they relate to the military installation ground safety program; the requirements, methods, and techniques of accident and mishap investigation, analysis, resolution of normal occupational safety problems / health risks and formal reporting procedures; and risk assessment methods and techniques for evaluating normal occupational safety and health risks. 2. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 3. Ability to lead, motivate and guide the functions of the team. 4. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options. 5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 6. Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
