The primary purpose of this position is to serve as an advisor at Space Electro-Optics Division (RDS) planning, programming, and budget guidance and to facilitate the identification and determination of alternative ways to achieve the mission, within fiscal constraints, for mission and operational plans. Responsibilities Duties for DO-01 : Responsible for project support for various functions including assessments, program management, planning, and contracting for Department of Defense (DoD) and non-DoD national-level programs. Coordinates with the Program Control Office Chief, program managers, division researchers and scientists, prepares detailed acquisition and management plans for technical programs, identifies and manages resources required to meet the fiscal year goals and objectives. Develops generalized program descriptions, resources and priorities for out-year activities. Prepares purchase requests including supporting plans and briefings for new procurements. Monitors the programmatic status of all current / future projects in the Division. Provides general administrative guidance for ongoing program activities to the Program Control Office Chief. Monitors program progress and manages corrective actions, particularly those involving fund resource management. Monitors financial status of current / future programs / projects and monitors progress of all procurements to ensure they meet forecasted required milestones. Provides financial status reports for ongoing activities to the Program Control Office Chief. Coordinates with budget analysts. Responds to budget cuts, obligations, and what-if exercise. Prepares budget forecasts, spend plans, and obligation schedules. Serves as the financial focal point for all assigned Division research and development (R&D) and Support contracts. Develops recommendations for new procedures for business management and program control within the Division technical activities. Duties for DO-02 : Provides procedural and policy guidance to the RDS Division program managers. Documents planning and programming recommendations / decisions in appropriate formats to meet Air Force and organization requirements. Prepares and presents subjective briefings, which often cannot be verified until real situations arise. Areas of uncertainty result from major changes in programs, the ever-changing Planning, Programming, Budget and Execution (PPBE), and the ability of the Air Force to ensure program requirements are met. Maintains a continuous liaison with internal and external customers; AFRL, Air Force, DoD, non-DoD and nongovernment organizations and headquarters counterparts to execute RDS Division PPBE funding actions. Identifies and develops ways to resolve problems or manage issues, which affect the accomplishment of specific PPBE support of wartime, contingency, or other plans and programs. Considers factors such as cost-effectiveness, attainment of operational goals and objectives, and compliance in accordance with guidelines, rules of engagement, international laws, etc. Conclusions and recommendations directly impact decisions by high ranking military and civilian managers that affect the conduct of division / directorate wide strategic planning and resource allocation. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below : SPECIALIZED EXPERIENCE : DO-01 : Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes (insert revised SES). NOTE : Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. DO : 02 : ? Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade DO-02 / GS-11, or equivalent in other pay systems. Examples of specialized experience includes Experience in providing administrative services including but not limited to administrative support systems such as records, procurements, communications, directives, forms, files, and documentation; and Experience with written and oral communications sufficient to prepare and present findings and recommendations, disbursing information on organizational or agency policies, programs, or projects, and liaisoning between all levels of management, outside agencies, private companies, and organizations. OR Applicable to DO-01 : EDUCATION : Successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or bachelor's degree with Superior Academic Achievement. OR Applicable to DO-01 : COMBINATION OF EXPERIENCE AND EDUCATION : A combination of specialized experience and education that when combined equals 100% of the qualification requirement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) : Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and / or competencies in the following areas : Problem Solving, Communication, Business Management, Teamwork and Leadership. PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.?
