Duties

  • Plans, organizes, and directs the activities of Civil Engineer Squadron, Fire and Emergency Services Flight ensuring that the Emergency E-911 Communication center complies with legal and regulatory requirements and meets customer needs
  • Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, directives of management; Establishes, develops, and maintains effective working relationships with various agencies on Robins AFB
  • Provides emergency 911 call-taking and dispatching services and determines the nature of the emergency in accordance with established guidelines; Performs Emergency Medical Dispatch (EMO) services to callers with medical emergencies and verifies the location and call back number, determines the severity of the situation using EMD checklists, in accordance with national standards
  • Maintains maps, checklists and charts, including automated programs to maintain automated outage status file and ensures oncoming senior official receive current outage reports; Operates and maintains telephones, automated data processing equipment, printers, recorders, facsimile equipment, and other devices installed in the dispatch center
  • Prepares and maintains reports and records relating to emergency responses.

  • Incumbent must be able to obtain and maintain required certifications. The incumbent must be able to obtain and maintain an International Fire Service Accreditation, Firefighter Level I and II, Cardio-Pulmonary Resuscitation (CPR), (con't)
  • (con't) Hazardous Materials Awareness and Operations certifications. These certifications are not a conditions of employment
  • The position will require uncommon tours of duty during exercise or real-world crises or contingencies
  • The employee may be required to work overtime to include during exercise or real-world emergency operations; The employee and position may be recalled to duty
  • A valid driver’s license may be required for the position
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays
  • Designated as Emergency employee for reduced weather operations. IAW “Reduced Weather Policy” letter, the work of this position is required regardless of weather situation/operational conditions. Employees assigned to this work report as scheduled
  • This is a Key Position. Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available
  • This is a Supervisory Position. A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NK-01, equivalent to the next to lower grade GS-04 or equivalent in the Federal Service. Specialized experience is experience in developing goals and objectives that integrate organization and Emergency E-911 communications center objectives and to ensure the operation of the Emergency E-911 Communication Center 24/7/365 days a year. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Maintains constant liaison with the scene of the emergency until official termination of the incident. During periods of multiple emergencies, uses independent judgement to determine which call need immediate attention, or when different equipment is required due to emergencies in progress (call stacking). Maintains an electronic log of all activities, according to locally established protocols. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION:
Successfully completed a full 4-year course of study above high school leading to a bachelor's degree. This education was obtained in an accredited technical school, junior college. Or university which high school graduation or the equivalent is the normal prerequisite. NOTE: You must submit a copy of transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Must possess a current Emergency Telecommunicator course certification or Emergency Dispatch and Emergency Medical Dispatch course certification accredited by the International Fire Service Accreditation Congress (IFSAC),
  • Knowledge of safety and security regulations, practices, and procedures
  • Ability to plan, organize, and direct the functions and staff of a small to medium-sized organization.
  • Ability to communicate effectively, both orally and in writing.
  • Knowledge of basic computer operations to include word processing, retrieval and input of data.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

AcqDemo Expanded Probationary Period for Supervisors and Managers: An additional supervisory probationary period of one year may be required when an employee is officially assigned to a different supervisory position.
