The primary purpose of this position is to serve as the OPR for training programs for units serviced by the host Manpower and Personnel Flight (FSM) regardless of the functional area. This position ensures programs are in place to manage upgrade, qualifications, in-garrison, and expeditionary training. Responsibilities Plans, coordinates, and schedules academic training events, student classes, instructors, and resources. Coordinates, processes, and manages trainee notification, tracking and verification of training notices in all training systems. Plans, organizes, and oversees the activities of the organization, ensuring that manpower, personnel, force development / education and training related operations comply with legal and regulatory requirements and meet customer needs. Participates in special manpower, personnel, force development / education and training related operation projects and initiatives and performs special assignments. Represents the organization with a variety of installation and functional area organizations. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves significant problems that arise Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Position. EXPERIENCE : Applicants must have at least 1 year (52 weeks) of experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Specialized experience is experience in assisting directorate training managers with the implementation of the Civilian Formal Training Plans for personnel, collecting and presenting metrics relating to training requirements. NOTE : Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) : Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and / or competencies in the following areas : Knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and / or strategic sourcing Knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizations strategies and performance Knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition, supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations Ability to work with, lead, and manage various groups or individuals to resolve difficult problems / situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution Skill in interpreting and applying complex DoD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Additional Information AcqDemo Expanded Probationary Period for Supervisors and Managers : An additional supervisory probationary period of one year may be required when an employee is officially assigned to a different supervisory position. This is an acquisition demonstration project position NH-02 equivalent to a GS-05 to GS-11.
