The Air Force Nuclear Weapons Center (AFNWC) is seeking a full-time, Supervisory General Engineer/Operations Research Analyst/Management Analyst (009379391M) to work in the Center Test Authority Division of the Engineering and Technical Management Directorate (EN), Air Force Material Command (AFMC), at Kirtland Air Force Base, Albuquerque, NM.
The position is an NH-04 (series to be determined upon selection) with a typical 2025 salary range of $125,882 – $192,490 (locality pay included).

Position Working Title: Chief, Air Delivered/NC3 Test Branch
The primary purpose of this position is to serve as Branch Chief, Air-Delivered and Nuclear Command, Control & Communication (NC3) Systems Test in the Center Test Authority (CTA) Division, exercising supervisory authorities over the Branch team, responsible for performing professional test and evaluation (T&E) oversight, policy and process improvements, and potentially digital engineering work in support of programs under responsibility of the AFNWC.
Candidates should have demonstrated leadership and a strong background in engineering analyses, concept formulation, nuclear weapon effects, Air Force nuclear system vulnerability assessments, nuclear certification, advanced concept development, and excellent teaming skills. The candidate must be able to work across the nuclear enterprise ensuring the directorate’s efforts are synchronized. Furthermore, candidates should be able to work across collateral, sensitive compartmental and special access program security programs. Supervisory experience is highly desired.
DUTIES:
- Responsible for coordinating the CTA priorities within the Air Delivered / NC3 Branch to ensure oversight of Developmental Test and Evaluation (DT&E) activities. Provides technical advice, advisory support, and assistance on T&E matters, such as test planning and implementation, test conduct, resource requirements identification, and planning to the CTA and T&E leaders within the Air Delivered and NC3 portfolio.
- Supports the CTA as the principal T&E advisor on Air Delivered and NC3 Integrated Test Teams (ITTs), Technical, Safety and Test Readiness Reviews, System Engineering Technical Reviews (SRR, SDR, PDR, CDR, etc.), test infrastructure, cyber testing, and incorporation of simulation & modeling into test programs.
- Advises program managers/chief developmental testers/test managers of significant actions or problems with proposed plans and recommends solutions, T&E policy questions or issues, and reviews and approves critical test documentation and test strategies IAW Air Force and DoD guidance. Represents the CTA for assigned portfolio with functional counterparts within the AFNWC, AF/TE, DoD, NNSA, and national labs, other federal agencies, industry partners and academia, or with contractor/test specialists.
- Assesses and recommends revisions to policies and procedures to find ways to improve quality, timeliness, and efficiency of activities, ensuring integrated, concurrent government/contractor test activities with required stakeholder, test and certification organizations. Finds ways to improve production or increase the quality of the CTA processes.
- Supports the CTA in the digital transformation and the implementation of best practices to incorporate test activities and responsibilities into a digital acquisition, digital engineering, and the digital test ecosystem. Creates internal digital processes, common with external test organization digital transformation activities across the DoD test enterprise.
REQUIREMENTS FOR THE POSITION:
- U.S. CITIZENSHIP
- Ability to obtain & maintain a Top-Secret security clearance with SCI eligibility is required.
- A technical Masters or Doctorate degree is desired.
- At least 8 years of DoD testing and/or test management/planning experience is highly desired, especially that involving nuclear weapons, nuclear-capable bomber/fighter testing, cruise missiles, and/or NC3 or other C3 systems.
- This is a drug testing position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
- This position is designated as an acquisition position covered by the Acquisition Professional Development Program (APDP); Practitioner certification in Test and Evaluation is required (or must be achieved within two years).
- A professional engineering degree at the bachelor’s level from an ABET accredited institution is highly desired. An advanced engineering degree, such as a master’s or a PhD is preferred.
