The Defense Innovation Unit (DIU) is a Department of Defense (DoD) organization focused exclusively on accelerating the adoption of commercial technology to transform military capability and capacity, while growing the national security innovation base. As the Department's gateway to leading technology companies across the country, DIU is focused on rapid prototyping, fielding, and scaling of commercial solutions that can save lives, lead to new operational concepts, increase efficiency, and deter future conflict.
Position Duties Include :
- Serves as the National Capital Regional (NCR) Director and will be the principal responsible for building and maintaining DIU's regional presence in the NCR.
- Operates as a liaison with commercial entities, including academia, venture incubators, and commercial accelerators in the region, coordinating with other DoD innovation organizations operating within the region.
- Determines and allocates resources necessary to achieve regional objectives, and represent DIU at key national and regional events.
- Works closely with the Director of Talent Programs and Venture Programs along with other DIU leaders, to strategically deploy these initiatives within the region - Identifying synergies between programs and regional priorities to optimize impact and outcomes.
- Exercises leadership over a diverse team of contract personnel, assigning tasks, facilitating collaboration, and ensuring effective workload management.
- Provides guidance, counsel, and instructions to team members, fostering professional growth and addressing related matters in collaboration with Commercial Operations and Portfolio teams.
- Builds, improves, and oversees processes to enable coordination on company outreach / relationship management with Company Engagement Director, Capital Director, and Programming.
- Serves as the focal point for ensuring collaboration with other regional innovation entities, from within DoD (e.g. APEX Accelerators in Office of Small Business, AFWERX, NavalX and other sites) and outside DoD (e.g., Department of Commerce EDA Tech Hubs).

US Citizenship.Applicants must be able to obtain, or already have, and maintain a Top Secret security clearance.This position may be deemed a drug testing designated position. Position may be subject to random drug testing.Required to file an OGE Form 450, Confidential Disclosure Report, upon appointment and will be required to file annually.Applicants must have at least one (1) year of specialized experience at the next lower grade, DR / DO-03 / GS-13 / 14 or equivalent in other pay systems.Applicants must be able to meet the OPM qualification standards for the 0301 series : OPM Qualification Standards.Desired Qualifications
Strategic Leadership in Defense Innovation : Proven track record and extensive experience in leadership roles within the defense innovation ecosystem, with a focus on fostering regional / local innovation, startup ecosystems, commercial partnerships, and preferably with defense / national security focus. Demonstrated ability to develop and execute strategic initiatives that align with organizational goals and enhance mission effectiveness.Regional Engagement Expertise : Deep understanding of regional dynamics and network within the defense and technology sectors, including familiarity with local government, industry associations, academic institutions, and startup communities. Experience in engaging and catalyzing regional defense innovation ecosystems to facilitate collaboration and enhance DoD missions.Program and Project Management : Strong project management skills with the ability to oversee complex initiatives, including the establishment and management of physical and virtual OnRamp Hubs. Experience in utilizing data-driven approaches to assess program effectiveness, incorporate lessons learned, and scale operations as necessary.Relationship Building and Stakeholder Management : Excellent interpersonal and communication skills, with the ability to build and maintain effective relationships with a diverse range of stakeholders, including startups, investors, government officials, and industry leaders. Proven ability to act as a liaison between DIU and other DoD innovation organizations, fostering collaborative partnerships and leveraging resources for mutual benefit.Strategic Planning and Execution : Strong strategic thinking abilities with the capacity to reestablish priorities for commercial regions, direct programming initiatives, and align regional activities with broader organizational strategies. Ability to identify and capitalize on opportunities for DIU engagement at key regional events and to effectively manage resources to achieve regional objectives.Team Leadership and Collaboration : Experience in leading and managing multidisciplinary teams, assigning tasks, and fostering a collaborative work environment that promotes innovation and excellence. Proven ability to provide guidance, mentorship, and support to team members, ensuring alignment with organizational goals and objectives.Commitment to Mission : Demonstrated commitment to advancing national security objectives and promoting innovation within the defense sector through effective regional engagement and collaboration.Adaptability and Entrepreneurial Spirit : Adaptability to thrive in a fast-paced, dynamic environment with evolving priorities and challenges. Entrepreneurial mindset with the ability to identify opportunities, drive innovation, and overcome obstacles to achieve strategic objectives.Experience : Minimum of 15 years of progressive experience in roles involving regional economic development, defense innovation, entrepreneurship, or related fields.Additional Information
