About the Role:
The Air Force Test Center is looking for a Full-Time Financial Management Specialist (NH-0501-03) to work at the Air Force Materiel Command (AFMC) in the Air Force Test Center (AFTC), at the Arnold Engineering Development Complex (AEDC) Financial Management Office at Arnold Air Force Base in Tullahoma, TN.
This position serves to deliver and support Agile War-Winning Capabilities in AFMC by providing financial management services to all personnel, programs, support missions, associates, and external customers for the AFMC. Services include financial management advisory service, financial services, budget operations, cost analysis, and resource management systems. This position provides financial management expertise, leadership, technical advice, and guidance in performing a broad and extensive range of financial management program planning and analysis for complex programs, having extensive program and financial relationships with other programs.

Location: Tullahoma, TN (Arnold Air Force Base)
Typical 2024 salary range: $86,962 - $134,435 per year (includes locality)
Telework Information: Up to 60% telework possible (must reside in local area)
Travel Requirements: Up to 25% travel possible
Direct Hire Authority: NO 6-MONTH WAIT! Recently retired and/or retiring from MILITARY service ARE eligible for immediate appointment for AFTC positions. The 180-day waiting period has been waived for AFTC to hire recently retired and/or retiring service members.
- 4 years of experience in Department of Defense financial management desired
- Minimum of bachelor’s degree in financial management, accounting, or business-related field desired
Major Duties:
- Performs budget formulation work involving preparation of detailed analysis and estimates of funding needs for one or more future budget years.
- Prepares and/or assembles information in support of formal presentations of budgets/requests and reviews before Office of Management and Budget (OMB) and/or Congressional committees
- Conducts independent research and study into current or planned financial management policy and procedures to determine impacts in related areas of the mission
- Provides financial management technical assistance and support to the staff in an integrated planning, programming, budgeting, execution, and closeout
Qualifications/Requirements:
- U.S. Citizenship
- Obtain & maintain Security clearance
- This position has been designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP). Incumbent must meet or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months. APDP Certifications: Business Financial Management, Practitioner Level II
- This is a Financial Management Level (1, 2, or 3) Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. Financial Management Certification required: Level II
- Travel/Temporary Duty Assignment (TDY) of approximately 10 days per year
- Ability to select and apply a variety of analytical methods and techniques to budgetary processes and special studies
- Knowledge of the commonly used agency budget procedures, regulations, precedents, policies, and guides
- Knowledge of budgeting regulations and procedures for providing procedural guidance on budget administration
- Skill in the analysis and resolution of complex problems
