About the Role:
The Air Force Test Center is looking for a Full Time Performance Management Specialist (NH-1101-02) to work at the 412th Test Wing, 412th Civil Engineer Group, 412th Civil Engineer Squadron, Service Contracts (412 CES/CEOES) at Edwards Air Force Base.
In this position you will serve as a Civil Engineering (CE) Contract Performance Management Specialist for various performance-based CE Service Contracts. As a Contract Performance Management Specialist, you will be responsible for overseeing contractor performance, managing Blanket Purchase Agreements, Indefinite Delivery Indefinite Quantity Contracts, and Government Procurement Cards.

Typical 2025 salary range: $47,019 - $112,053 per year (includes locality)
Travel Requirements: No travel
Direct Hire Authority: NO 6-MONTH WAIT! Recently retired and/or retiring from MILITARY service ARE eligible for immediate appointment for AFTC positions. The 180-day waiting period has been waived for AFTC to hire recently retired and/or retiring service members.
- Over 2 years of experience in compiling acquisition information
- Over 2 years interpreting and implementing the requirements of DAFI 63-138, Acquisition of Services
- Over 2 years of experience with financial management and related systems, including Services Management Tool (SMT), CPARS, NexGen, PIEE, CCaR, DEAMS, and others
Major Duties:
- Serves as the Contracting Officer Representative for assigned service contracts, overseeing cost, schedule, and performance
- Conduct inspections, monitor assigned contracts, and evaluate vendor performance
- Prepare contract documentation elements, including Purchase Requests (PRs), Performance Work Statements (PWS), Quality Assurance Surveillance Plans (QASP), Independent Government Cost Estimates (IGE), Market Research, Justifications and Approvals (J&As), and conduct monthly performance evaluations
- Prepare, revise, and maintain Performance Work Statements, Statements of Work, Quality Assurance Surveillance Plans, independent government estimates, and other contract documents, ensuring they reflect the most current requirements
- You will perform Card Holder responsibilities related to the Government Commercial Purchase Card (GPC)
- Serves as the liaison among the contractor, Contracting Officer, functional Commander/Director, other base agencies, and customers
- Provides input to the Contracting Officer and Budget Analyst throughout the life of the contracts regarding funding issues
Qualifications/Requirements:
- U.S. Citizenship
- Obtain & maintain Security clearance
- Incumbent may be required to file an OGE450, Confidential Financial Disclosure Report, upon appointment and may be required to file annually. Required to attend annual ethics
- Must obtain and maintain a current Government Driver’s License as well as a Flight line Driver’s License
- Knowledge of and familiarity with Quality Assurance/Quality Control processes
- Familiarity with quality assurance evaluation procedures, including inspection methods and techniques, documentation, and reporting of noncompliance. Understanding of government Quality Assurance Surveillance Plans in line with applicable regulations and directives. Background in quality assurance and control methods, principles, and practices, including statistical analysis
- Perform on-site evaluations and investigations of base facilities to support both short-term and long-term service and work requirements
- Evaluate and monitor civil engineering service contracts while maintaining documentation of contractor performance in accordance with the Quality Assurance Surveillance Plan (QASP)
- Basic understanding of facility maintenance, cost estimating, financial data tracking and reporting, scheduling, labor, equipment, and the development of Independent Government Estimates, specifically related to Air Force Test Center and Base Civil Engineer Contract Services, is preferred
- Capable of briefing leadership or external agencies
