About the Role:
The Air Force Test Center is looking for a Full-Time Supervisory Budget Analyst (NH-0560-03) to work at the 412th Financial Management Directorate, Financial Management Analysis division (412 TW/FM), at Edwards Air Force Base.
As a supervisory budget analyst, the incumbent is responsible for providing financial management services to all personnel, programs, support missions, associates and external customers. Services include financial management advisory service, financial services, budget operations, cost analysis and resource management systems.

Location: Edwards, CA (Edwards Air Force Base)
Typical 2025 salary range: $103,316-$159,716 per year (includes locality)
Travel Requirements: Up to 25% travel possible

- Proven leadership skills with 2 years of experience guiding high-performing teams of varying sizes to achieve exceptional results
- Successful track record of managing reimbursable financial programs with over 2 years of experience, ensuring accurate financial planning and execution
- Expertise in financial training and development, with a strong ability to educate and upskill personnel on complex financial matters and best practices
Major Duties:
- Serves as a supervisory technical expert, providing training and mentorship to subordinate employees and allocating workload effectively
- Plans and prioritizes work to be accomplished by subordinates, setting realistic goals and schedules for completion
- Evaluates work performance of subordinates, preparing necessary documentation, counseling employees, and completing performance appraisals in a timely manner
- Provides accurate and timely advice, guidance, and instruction to employees on work and administrative matters
- Interprets and applies Federal and Air Force regulations, directives, and policies to ensure compliance
- Analyzes fund usage trends, evaluates program plan changes, and identifies expenditure variances.
- Provides expert advice, assistance, and guidance on budgeting and related information to program managers and other stakeholders
- Keeps program managers and other interested parties informed about the status and availability of funds in different accounts and aspects of AF, MAJCOM, and installation budget processes
- Utilizes automated budgetary, accounting, and finance software/systems, including standard operating systems and computer-generated products, to accomplish budgeting assignment
- Equips organizational personnel with the necessary information and knowledge to accomplish budget-related objectives and responsibilities
Qualifications/Requirements:
- U.S. Citizenship
- Obtain & maintain secret security clearance
- This is an Acquisition Professional Development Position Certification Level II. Incumbent shall comply with the requirements of this certification program if selected and will have 24 months to complete the certification
- This is a Financial Management Level II certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program if selected and will have 24 months to complete the certification.
- Subject to Temporary Duty Assignment (TDY): Approximately 30 days per year; 11 or more nights a month.
- Knowledge of budgetary methods, practices, procedures, regulations, policies, and processes.
- Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to Air Force and installation programs/organizations
- Knowledge of sources of factual information about and related to processes of budgeting, such as that found in accounting reports, payroll records, work reports, or inventory and supply data
- Knowledge of automated data processing concepts and systems capabilities to accomplish budget/funds execution tasks
