JMAA is currently looking for qualified candidates to fill the role of "DBE Contracts Compliance Specialist"

  • Provides high-level professional work to JMAA and its stakeholders in the public and private sectors by maximizing
  • DBE development and community relations opportunities in projects and other initiatives involving JMAA.

  • Bachelor's degree in public administration, business administration, management, finance, or accounting is
  • required.

  • Five years of experience evaluating and implementing disadvantaged, minority, and woman-owned economic
  • development programs or relevant experience is required. Experience in DBE programs, certification, and / or

    contract compliance at a publicly operated airport is preferred.

  • Have a valid Mississippi driver's license and the ability to receive authorization to drive in secured areas.
  • May be required to work overtime and weekends.
  • Must travel to various events and meetings throughout the state.
  • What Do You Get to Do? You will...

  • Prepares overall tri-annual DBE and ACDBE (Airport Concession Disadvantaged Business
  • Enterprise) DBE participation levels as required by federal regulation, as well as contractspecific goals for procurement of goods and services.

  • Pre-identifies contract and other procurement opportunities, in coordination with other
  • JMAA staff members, to establish DBE participation levels for inclusion in solicitations and

    monitor results of solicitations, procurement expenditures, and contract awards.

  • Monitors program participants / recipientsto ensure quality service isrendered and assesses
  • additional needs.

  • Performs site visits at the applicant's place of business and / or worksite to assess the firm's
  • operations, owner's expertise, and operational and managerial control.

  • Advises the DBE Director about activities, problems, potential solutions, and training needs.
  • Assists the DBE Programs Manager with retaining and managing all associated documents using
  • specialized software and preparing reports and data analysis to determine DBE Goals for JMAA

    projects and procurement.

  • Participates in project reviews with staff project managers, legal counsel, and the DBE Programs
  • Manager to determine contractor compliance with reasonable faith efforts and other contract

    management provisions as required.

  • Gathers and reports statistical data and other information as USDOT requires (United States
  • Department of Transportation).

  • Review third-party contracts and lease agreements for compliance with the DBE and ACDBE
  • programs.

  • Ensures that bid notices and proposal requests are promptly available to DBEs and ACDBEs.
  • Routinely develops materials and presentations for both external and internal audiences regarding
  • procurement of goods and services, development, and / or construction projects.

  • Prepares outreach publications in collaboration with the Department of Communications,
  • Marketing, and Public Relations and coordinates the communication and follow-up of such events

    with the community.

  • Participates in the Airport Minority Advisory Committee (AMAC) annual conferences and other state
  • and local organizations working on common concerns and issues about the DBE / ACDBE Program.

  • Plans and participates in DBE public workshops and training seminars.
  • Maintains all appropriate records and documentation of the program.
  • Performs other services as assigned.

  • Receives direction from the DBE Programs Manager
  • No supervisory subordinates
