Role description Under policy direction, the Contracts Administration, Operation & Compliance (CAOC) Director will lead the creation of a new team of professional staff and consultants to develop and enhance new contract lifecycle management practices. This position will be responsible for devising and implementing major changes in the approach to how SFO contracts are procured, administered and monitored for compliance and will have policy development responsibility for contract negotiations, administration, operations, and compliance activities at SFO. The CAOC Director will oversee three functional teams : Contracts Administration, Contracts Operations, and Contracts Compliance. This position collaborates closely with contract project managers, SFO leadership, leadership from other CCSF departments such as the Controller's Office and the City Administrator's Office, and the broader Airport industry. This position plays a vital role in establishing a centralized and proactive framework to minimize risk, reduce compliance exposures, and enhance organizational contract resilience. The primary objectives include fostering a customer-focused approach to guide and support SFO Divisions with an effective contract procurement process, assisting divisions with effective contract administration, and strengthening efforts to monitor contracts for compliance with applicable requirements. What You'll Do : Plan, organize, direct, influence and review SFO's existing and future Chapter 21 contracts and contracting procedures to ensure Airport-wide resource and strategic alignment in establishing an effective, streamlined, and unified approach to contracts .Develop strategic goals and objectives, define key results, and successfully execute initiatives of the CAOC Unit that aligns with SFO's Strategic Plan.Define and establish key staff competencies, performance standards, and metrics to drive efficient and effective operations resulting in successful contract administration, contract operations, and contract compliance that supports and drives SFO business.Lead, motivate and develop staff in assigned operations areas; build united commitment to achieve high level of performance and a culture of excellence; develop individual and team competencies and opportunities for learning and advancement; and implement best practices to drive continuous improvement and innovation in contract administration, operations, and compliance.Establish new contract administration, operations, and compliance policies and procedures for all SFO Divisions that supports SFO's contracting needs; direct and ensure compliance with established CCSF and SFO policies, procedures, rules, regulations, and applicable local, state, and federal legislations. Direct and partner with SFO leadership to improve contract procurement, management and compliance.Provide leadership, vision, direction, and support for the Contract Administration, Contract Operations, and Contract Compliance Managers to assist SFO Divisions with contract solicitation, management and compliance.Drive and influence contracting strategies for Airport-wide Chapter 21 contracts with an annual budget of $144 million by streamlining processes, developing strategies and setting clear priorities that align with Citywide contracting rules and SFO's strategic goals; adjust strategies and programs to meet emerging or new programs, while continuing to ensure contract administration, operation, and compliance.Manage the CAOC's operating budget, which includes 27 professional staff, and effectively direct the allocation of resources and expenditures to achieve timely outcomes and measurable goals within compliance, and to optimize contract awarding processes and ensure service delivery meets the required standards, safeguarding SFO operations.Monitor the efficiency and effectiveness of the departmental organization structure, staff assignments, service levels and administrative systems; identify and analyze opportunities for improvement; and implement improvements.Serve as CAOC leadership in executive-level management meetings regarding the CAOC Unit's goals, activities, and coordination of efforts with other SFO Divisions in addressing SFO's needs; represent SFO before legislative boards, outside organizations, mayor's office staff, and the media, as needed.Provide strong leadership, strategic thinking, and a deep understanding of contract management principles to impact how the SFO approaches contracting by driving cross-functional contract strategies and decision-making.Support SFO's change management efforts to ensure effective adoption of new contracting practices and procedures by understanding each division's unique business needs and adjusting plans, programs, and policies to meet emerging or new operational needs and goals.Perform other functions outlined in the 0941 Manager VI job classification. How to qualify Education : Possession of a baccalaureate degree from an accredited college or university AND Experience : Four (4) years of experience managing a section with oversight of contract negotiation, administration, operation, or compliance within a large organization, all of which includes experience supervising professionals. Substitution : Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). Thirty (30) semester units or forty-five (45) quarter units equal one (1) year.Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, economics, finance, business law, contract law, public policy, or other fields of study closely related to the essential functions of the job may be substituted for one (1) year of required experience. Desirable Qualifications : Proven government-sector experience developing, negotiating, administering, and managing contracts, including leases, concession agreements, financial agreements, consulting services agreements and operating and service level agreement contracts.Knowledge of FAA regulations, TSA security directives, and / or other similar and relevant federal, state, and local regulations.Experience formulating objectives and priorities, implementing plans, and allocating resources to achieve the goals of the newly expanded Contracts Administration, Operation & Compliance Unit.Excellent at change management, talent building and developing a highly-skilled workforce based on organizational goals, budget considerations, and staffing needs.Possession of a graduate degree in business administration or public administration, or a Juris Doctorate.
