Job Summary
As a Program Manager, you will serve as the administrative lead for day-to-day operations of our outpatient behavioral health facility. You’ll oversee a multidisciplinary team, manage compliance and performance, and ensure the program delivers both exceptional clinical outcomes and strong operational results. This is a hands-on, in-person leadership role designed for someone who is equally skilled at managing people, processes, and client-centered care.
Key Responsibilities
Staff Management
Training & Accountability
- Directly supervise Clinical Technicians/Mental Health Workers.
- Onboard new hires, conduct training (including Northpass and Plans of Supervision), and support ongoing development.
- Ensure staff are held accountable for responsibilities, and deliver consistent, high-quality client care.
Staffing & Scheduling
- Maintain compliance with staffing guidelines and ensure 24/7 adequate coverage.
- Step in personally if coverage gaps pose client safety risks.
- Conduct staff performance evaluations as per HR cadence.
Hiring & Termination
- Lead interviews and participate in hiring decisions for open roles.
- Manage disciplinary actions and terminations in alignment with HR policies.
Compliance Oversight
Policies & Regulatory Standards
- Enforce adherence to all internal policies and procedures.
- Ensure compliance with State, Federal, Joint Commission, Payer, and County requirements.
- Participate in audits, trainings, drills, and the resolution of compliance deficiencies.
Clinical Documentation
- Conduct preliminary audits and reviews of clinical documentation and charts.
- Collaborate with the VP or Clinical Director on charting standards and training.
Emergency Management
- Respond immediately to client crises, ER transfers, ACA/AMA discharges, or high-acuity client issues.
- Promptly escalate concerns to the VP and/or Clinical Director.
Program Performance
Performance Improvement
- Monitor and evaluate metrics including census, attendance, session engagement, discharge outcomes, and satisfaction surveys.
- Identify performance gaps and implement improvement strategies.
Cost Control
- Operate within budgetary parameters (e.g., staffing, overtime, meals, contractors).
- Contribute to forecasting and planning in collaboration with leadership.
Qualifications
Required:
- Bachelor's Degree in Healthcare Administration, Psychology, Business, or a related field.
- 3 years of behavioral healthcare experience.
- Ability to be on-site Monday–Friday, with on-call availability including evenings and weekends as needed.
- No history of alcohol or substance misuse within the last 3 years.
Preferred:
- Master’s Degree and/or licensure: CADC-II , SUDCC-II , AMFT/LMFT, APCC/LPCC, ASW/LCSW, or equivalent.
- 1 year(s) of management experience in a clinical or behavioral healthcare setting.

Program Snapshot
- Census Goal: 60–80 clients
- Direct Reports: ~9 (3 Therapists, 3 Case Managers, 3 Clinical Technicians)
- Program Model: Behavioral Health Outpatient (Substance Use Mental Health)
- Additional Tracks: Evening virtual sessions (M–F, 5–8pm) and Saturday programming (9am–4pm)
