Job Purpose
The HSE Manager will be responsible in guiding the site management to develop and ensure implementation of policies, yearly improvement plan and best practices for the site, contribute to the development of strategy in line with corporate guidelines, business plans and strategy, in order to ensure the realization of strategic objectives of the site. This position is responsible for the High Point manufacturing site as well as all R&D facilities in the cluster/group. Along with the Site Steering Committee, act as change agent for the HSE culture and continuous improvement and role model for ensuring compliance with HSE policy and procedures.
Key Responsibilities
- Lead and manage all aspects of Process Safety Management (PSM) compliance across the manufacturing plant and R&D sites.
- Develop, implement, and maintain PSM programs, policies, and procedures to ensure compliance with regulatory requirements.
- Conduct regular audits and inspections to identify potential PSM hazards and ensure corrective actions are taken promptly.
- Provide guidance and support to plant and site personnel on PSM-related matters, including training programs and safety initiatives.
- Manage regulatory permits relate to HSE. Interface directly with outside government agencies, community groups, and other external constituents and stakeholders as needed to obtain and maintain site regulatory permits. Negotiate permit requirements with government agencies
- Conduct risk and occupational exposure assessments, develop and implement exposure-monitoring plan. Manages and responds to HSE&S issues and crises that affect operations
- Keep abreast of HSE regulatory changes that impact the company. Wherever applicable, develop and implement strategies to comply with new or revised requirements
- Accountable for all HSE Incident Investigations and corresponding corrective actions
- Conduct risk and occupational exposure assessments, develop and implement exposure- monitoring plan. Manages and responds to HSE&S issues and crises that affect operations
- Keep abreast of HSE regulatory changes that impact the company. Wherever applicable, develop and implement strategies to comply with new or revised requirements
- Accountable for all HSE Incident Investigations and corresponding corrective actions
- Develop and implement comprehensive health, safety, and environmental (HSE) management systems to mitigate risks and promote a safe working environment.
- Collaborate with cross-functional teams to identify, assess, and mitigate workplace hazards and environmental impacts.
- Conduct incident investigations, root cause analyses, and implement corrective/preventive actions to prevent recurrence.
- Monitor and analyze HSE performance metrics to identify trends, areas for improvement, and drive continuous improvement initiatives.

- Stay current with relevant health, safety, and environmental regulations, codes, and standards, ensuring compliance at all times.
- Serve as the primary point of contact for regulatory agencies regarding PSM and other HSE-related matters.
- Prepare and submit regulatory reports, permits, and documentation as required.
- Develop and deliver training programs on PSM, HSE policies, procedures, and best practices to ensure awareness and compliance among employees.
- Provide coaching and mentorship to site personnel to enhance their understanding of PSM and HSE principles.
- Develop and maintain emergency response plans and procedures, conducting regular drills and exercises to ensure readiness.
- Coordinate with local emergency services and agencies to ensure effective response and coordination in the event of emergencies.
Level of Autonomy
Policy Strategy: Provides input for the BU to the definition of corporate policy and ensures BU compliance with corporate policy directives, standards, and reporting requirements
Influencing skills: Achieves the core aim of 'safety as the primary value' for the BU by working with and influencing the (s)BU manufacturing directors, site directors and managers, maintains an international peers network and is member of international, public HSE&S organizations
HSE&S agenda: Has a significant contribution to the HSE agenda 4 years ahead and beyond in order to achieve top quartile performance
HSE&S processes: Signs off internal expertise groups, designs and manages a balanced and coherent health-, safety-, and environment improvement program at BU level and ensures its effective implementation
Job Requirements
- Bachelor’s degree in Chemistry/Science/Engineering or Masters in Industrial Hygiene/Safety. Management/Environmental Engineering or Scientist from an accredited university
- Prefer individual who is Certified Safety Professional (CSP) or Certified Industrial Hygienist with at least 10 years Health and Safety experience in manufacturing and/or chemical manufacturing environment, including flammable liquid safety
- At least 5 years performing manager responsibilities or supervising others.
- Strong US regulatory knowledge and experience.
- Certifications required by regulation i.e. DOT Hazmat, EPA Hazwoper, OSHA Training, and experience in areas of EPA and OSHA Industrial Regulations, with a broad knowledge of regulatory framework in general. Key regulatory areas include Clean Air Act (CAA), Clean Water Act (CWA), RCRA, TSCA, SARA, and CERCLA.
- Ability to interact effectively with outside agencies and consultants.
- Intermediate to advanced computer skills
- Strong interpersonal skills with the ability to negotiate and influence others
- Project management skills
Compensation/Benefits/Rewards
The salary range for these skills is: $95,000 to $135,000. This is the range that we in good faith anticipate relying on when setting wages for this position. We may ultimately pay more or less than the posted range. This salary range may also be modified in the future.
